Once the name of a special tactical team employed by the Ryouhara clan during its prime, Kagero is a nebulous 'research group' assembled by the last of that clan's descendants. Though referred to as a 'Special Research Group,' Kagero operates more as a secret mercenary faction than anything else.

It exists for the purpose of proving to the world that strength is not something that is rooted in the arm or the fist, but in the mind and in the ideal. Kagero operates under a concept of 'strength of cunning and ideal' that abhors the traditional way of the absolute fist and seeks to establish a new world order where the mind is the absolute definition of strength to the exclusion of most else. Though the drive of each member may be different, Kagero as a whole is tasked with the mission of realizing this idea by any means necessary. For Kagero, even inciting a global revolution is not out of the question.

Though a fledgling group by most practical definitions of the term, the group makes use of only the most unique personnel as its captains. It is simply /not/ a group where anything less than the most excellent potential is allowed. Abilities and strengths simply not found on the usual battlefields are amongst the white coats that the research group puts at its disposal. Abilities hand-picked by the group's leadership to represent the best and the brightest in the world today. Even beyond the bizarre ninjutsu wielded by the group's leader, Kagero is unpredictable for its young age.

Its membership and power base are structured not unlike a traditional terrorist group, remaining fairly cellular and mobile. It has no official 'holdings'--much like Shadaloo, there is no central location of power, no empire from which the group derives strength. Valuing personal power and independence above all else, the resources that it draws upon are scattered across the world in hardpoints and accounts owned by no one, beyond the reach of the light.

For many, Kagero simply does not exist.
