This strange old man is the creator of the Psycho Soldiers team, and while Athena technically is their captain, Chin is definitely the 'wise old mentor.' He had no idea the team would become so successful, as it is really his attempt at making a 'safe haven' for those who have developing Psycho Power to learn more about their new abilities. Should they wish, they could remain with the team and help combat groups that seek to use Psycho Power towards evil ends, such as Shadaloo. He is one of the few who can detect precise 'levels' of Psycho Power in an individual just by being near them, making him truly gifted. Chin is rather short and out of shape, and his age is catching up to him as well, but his abilities in fighting still remain respectable. His 'Drunken Fist' act isn't always an act however; Sometimes he really is drunk, as he does like liquor a fair deal, and has incorporated this into some of his techniques.
