The slums have seen worse days, perhaps, but the 'war' that continues on is more or less Metro City Centered. And while there are sections that the violence spikes in rather crazily, it's certainly the slums that are the worst of them. As both Mad Gear and Hellraisers fight for control, their lands are protected with the strongest at all times.
There are many 'bases' and the different sections are well defined. Incase anyone was trying to make a move on another point, the other gang would know it rather quickly, and then suddenly there would be a brawl with chi, claws, fists, and fat, flying all about. It was not a pretty sight, not, but rarely is there such a thing.
And Katana, Shogun, would not let his warriors go out by themselves. He would stand with them. He would fall with them. HE WOULD HAVE NOODLES WITH THEM. That is what Katana would do. For he is farther man than most.
Most stop half way at the middle point. But his man is so far, HE GOES HALF WAY PAST THE FINISHING LINE.
And is currently at one of those posts, having curry and noodles.

This has been an interesting update onto the city's predictament. With scientists missing, this has caused a lot of strife internationally as well. Unfortunately, because of the past dealings, Jiro had sought to deal with the investigation first hand.
So, he will start off at the lowest group, Mad Gear. The problem is how to approach them. Both of them are fighting for territory. Of course, both would have to be brought down. Hard.
So what is Jiro to do?
Go directly to the source. That, and he may get some information.
Adopting the brown trenchcoat, yet keeping his white pants and vest underneath, Jiro is making his way through the slums with his hands in his pocket, as if minding his own business.
He does stop over to look at Katana and the Mad Gear gang.
"Yo."
Scientists? Woah. With scientists, the Mad Gear Gang would be SMART. But see, they didn't take no STEEEENKIN scientists, so Katana is fine, as well as the Mad Gear Gang, right? Right? Eh, probably not. But all in the same, Jiro is impressing himself onto ALLIED TERRITORY, and he was not supposed to press him self upon it! Infact, he should have at all! But in the grand scheme of things, it hardly matters.. because Jiro slides up in a brown trenchcoat, heading through the slums, and then towards a specific section with a Mad Gear flag, as well as Japanese tapestries around the beginning of it.
Hell YEAH mother F-er they do this RIGHT. And then there's a brown trenchcoated guy there. "I do not recognize you!" Katana immediately responds. "But are you a messenger, or a trespasser? It is of great importance..." and then he swallows his noodles, and puts it to the side.
Yes. Through the mask. "For you have made a great mistake coming here. And I will make sure that you do not make such a mistake a again." But his blades are not yet drawn!
It takes a great deal of patience to deal with the situation that Jiro finds himself in. His eyes narrow as the leader, Katana, is actually responding forth with him to stop in his tracks. There is a time where Jiro would usually respond with a bit of violence.
But as of now? It's not going to accomplish anything. And it's pointless.
"Actually, I came for some information." He shuts his eyes.
"All considering, this little war between Mad Gear and Hellraisers is getting very out of hand." His eyes narrow, "However, as you can see, the Hellraisers have become more of a threat due to the recent news. I'd like to know if you know anything or if your boys seen anything regarding to the last event."
"Hmmm? The war is necessary! The Mad Gear shall not stand down, not shall they show a weak hand towards these invaders! If I was to surrender, to lay down my arms, such dishonor would come to Mad Gear! So stranger.. I shall not stop my battles.. but at the same time, I do not know of this recent news. We have been far too busy dealing with the Hellraisers.. honorable battles between us and them, such battles do not come around every day! They do not agree to such honorable battles... which is why lately there has been little." GASP.
The mask looks towards upon Jiro, expressionless, as he continues. "But I shall say again, I do not know about such a subject, stranger. While we take care to know what goes on, I am unsure why it may be as important as to step upon our territory and seek something from I.. when you come bearing not even a gift for the Shogun!"
He turns. "I see no point in continuing such a thing. You will not find what you are looking for here, even if it was."
Pause.
"Is that so? And with the civilians in the crossfire?" Jiro snorts, tightening his fists. "Both of you guys will drop sooner enough." Even if it'll take a few beatings from him and his friends. "But, I did not come here for violence. At least, not now." He shakes his head, "It'd be pretty pointless." At least, unless the leader attempts to try something.
"As for why? You and Hellraisers have been causing a huge ruckus." He narrows his eyes, "I don't like that at all." He shuts his eyes, "Unfortunately, Hellraiser's the bigger threat at this point, with the recent news." His eyes drift towards his cellphone. He is honestly confused at this point.
"But, continuing here is no point. You are correct." His eyes shut.
Pause. "How much 'territory' did they take over?"
"The civilians should not be here then. I do not care for those who shall not be in the revival of the Mad Gear gang! And we will never fall. The Hellraisers will indeed, but Mad Gear will live on by my hand! And not for violence? You have chosen well." Because he would UTTERLY thwomp on Jiro, totally.
"Hmmm? I intend to take care of them. And if they are the bigger threat, that is just because they get their abilities through another way. Not one which is trained for, but which is the cowards, the weaklings way out! To go such a way for power." Katana shakes his head, facing away from the man. "Let them be the bigger threat.... and they have taken over at least half. The gang cannot stand up to those who've been taking it for a while. They have never experienced a surge of such energy so often. More are coming back wounded daily."
"And they're more tactical."
Jiro felt it was to be noted. He could see that the Mad Gear were pretty much backed into a corner. It's why the young man had considered a few things in regards to the situation. The information was a little more helpful.
"It is true that they use the substance, which, I will agree with you. They are weaker because of that. However, considering the current events, they have a more tactical advantage."
Once the news came, Jiro exhales a sigh, "I was afraid of that." He pauses for a few moments, then he starts to leave. "I think I'm done here."
He stops, and he pauses, "... One more thing." He shuts his eyes, "Tell me, do you visit those who have fallen?" His eyes focus back at Katana, "Those who have died as Mad Gear?"
"Hmph. Tactics. Mad Gear shall defeat them through grit and honor, not tactics. We shall fight with might, and we shall not stand down, no matter what plans they have! I refuse to back down before a challenge. Especially one to the entire gang."
Turning back about, Katana believes this man has overstayed his welcome. "I do not believe they are weaker. Have you fought them, stranger? Their eyes burn, as well as their palms, and what was weak before has become something far worse. You will see." Jiro, of course, have found out simply, yes, THEY WERE WINNING. Hardcore yo.
"One more.... Mad Gear knows what they have done. And I cannot visit those who have fallen. Their spirits are sent out into the harbor, boats and candles with their souls on board, so that they will find their peace somewhere else. Far from this battlefield."
He turns away again. "They had joined knowing what may befall them. And I still fight, knowing the same may happen to me."
"...I've fought them. They are strong in the sense that the drug has induced them such power. But to go to the point of taking a substance just for the power?" Jiro shrugs, then he lowers his head. It is similar to his previous fate, isn't it? It takes Jiro a moment to look at his hand, watching the crimson flames manifest through the emotion.
"I fought them a few times. Had most of my guys hospitalized, if not killed." He grunts. The young man shuts his eyes, "I see. There's one who's still in the cemetary, buried with the couch that he loved to rest on."
Pause. "Johnny Switchblade. If you ever go there, just tell him that an old dog said 'hi'."
He tucks his hands into his pocket, then he slips off.
As Jiro slips off, Katana turns once more, a single foot put out which he moves about. "It is unfortunate what they will go for power before hand. But I will visit this Western Cemetary then. To honor a fallen warrior." He does not explain why, really, but it is apparently.. different from what he is used to.
It was unexpected, a stranger that did not end up in an assault, but Katana was rather better off hearing such. And he had fought them.. perhaps he was better off to the energies? It would explain much. Katana himself could barely deal with such! And as he heads back, Katana would certainly be sure to visit the man.
He is, after all, Japanese. He would not let himself forget!
