Description: In Metro City, there is a warehouse so boring that it can't possibly be anything but a criminal front... and so it is. Haggar learns that something dark is taking root in Metro City, and is then beaten so hard he forgets! (Winner: Duke)
Somewhere deep in the heart of Metro City's downtown is a strange warehouse. On the outside, it is basically a perfect cube. The windows are thick and let little light in, and there is one door leading into it on each side. There are no signs or other identifying marks of any kind. It has been featured on various TV shows as the most boring building in existence. The MCPD has long had their suspicions that something illegal is happening, but have never managed to get a search warrant. Finally, Mike Haggar, Mayor of Metro City, has had enough and is well-known for ignoring certain laws for the cause of justice.
It is several months before the present time, and winter has only recently released its grip on Metro. Vega has not yet launched his great invasion of Thailand. Haggar remains somewhat complacent, secure that his city is free of evil even while the Southtown Syndicate slowly builds strength within it, under his sight. Haggar has decided to finally investigate the building.
The door opens, briefly throwing a cone of light across a blank, dusty floor as Mike Haggar walks in, wearing slacks, large shoes, a black tanktop, and a decently warm jacket. Fairly casual wear. He shuts the door behind him, peering into the empty gloom. As far as he can see, there's... nothing. The ceiling sits above him at a height that suggests a second floor... so there must be stairs somewhere. It's hard to see in the dim interior, however. Carefully feeling to make sure he doesn't walk into a support pillar, Haggar sets off, walking semi-randomly about for this mysterious staircase.
There's something to be said of taking anything to one extreme or another; it inevitable makes that something more recognizable and far more blatantly than anything resting within the comfortable medium. Take, for example, the warehouse that sits within the inner boundaries of Metro City's downtown. So bland is it that it's already garnered the attention of the local media, and inevitably, Metro City's police force. Fortunately, too unassuming to merit the gaining of a search warrant. But there's something to be said for vigilantes, especially in a city like this. They have a nasty tendency to overlook some of the rules.
Even the city's own mayor.

Duke had not liked the idea of using so plain a setting; he knew it would attract unwanted attention. The local gang members he employed, though, had insisted it was just /so bland/ that it would never cross the MCPD's radar, and if it did, they'd be damned if they could manage to acquire a search warrant for it. He knew better, but when starting from scratch in situations like building a power base... a person has to work with what they can get.
That doesn't mean, however, Duke doesn't contemplate killing the people who shuffled this warehouse off onto him the moment he hears that door swing open. Situated at the second level as he is, he doesn't /know/ who just entered his warehouse -- all he knows is that it's not one of his men, and that means it's an enemy. And that's all he really needs to know.
As Haggar begins his slow search for the staircase to the second level, he might hear the sound of footfalls other than his own echoing throughout the dim, empty warehouse. Artificial light cracks in from a source a bit further south where the sound originates from, and for a moment a tall, large figure can be seen... before the like is shunt out, leaving only a dim outline of Duke's frame. "Someone here looks like they don't belong..." Duke muses as he carefully adjusts his silk shirt, brown eyes looking dully towards where Haggar advances. "Maybe you should learn not to stick your nose into places it doesn't belong." He can't yet quite see Haggar, but rest assured when he does...
... Duke's contemplations on whether or not to kill the idiots who gave him this warehouse will be solidly resolved.
Haggar is On. He does not like this boring building, because this is Metro goddamn City, and nothing is supposed to be boring here. Even their accountants usually have to fight ninjas every now and then, and have ridiculous character designs. There's this one guy, Rubix Stottlemeyer, who fights with chi rolodexes. Chi rolodexes! He can notarize a receipt from a mile away! So, in this bland place, all of the Mayor's finely-tuned, street-tested reflexes are on.
Haggar was slowly turning toward the source of the noises while continuing to move in the same direction - a standard dim place trick - so he only barely catches the light before it goes out. But now Haggar knows that someone is there. Carefully, slowly, he pulls the jacket off of his shoulders, circling around to the left of where he believes he sees a dim outline. His eyes narrow as he tries to see /so damn hard,/ but the dimness is incredible.
After a few moments, Haggar flings the jacket to the right. It flops noisily.
Duke hates it when people start to interfere in his business. It's an annoyance, and one he doesn't need at all. But years of experience and having to climb his way up from the bottle of the barrel has taught him one thing in particular: people will always interfere. And when they do...
... You just need to figure out the right time to curbstomp them until they stop moving.
It's something Duke's grown accustomed to, but it doesn't make it any less irritating. So, when Haggar advances, he watches with narrowed eyes, his hand slowly tightening into fists. He doesn't really feel like playing around today -- and Haggar isn't being very understanding of his subtle way of implying the mayor should get the hell out.
"Maybe you didn't hear me..." As soon as Haggar drops his jacket, those dark eyes focus in on the source; he sees the mayor's massive outline, and through the dim lighting he can make out facial features -- but not enough to recognize. Instead, he uses the noise to pinpoint the mayor's location. And then? He simply moves /forward/, intent on running forward and jamming his knee straight into Haggar's gut.
"... I said /GET OUT./"

The jacket thing would probably have worked a whole lot more if Duke had bad eyesight - or at least not /better/ eyesight than Haggar does. He's not young anymore, and so doesn't work as well in these low-light conditions. The jacket thing at least means he won't be restricted as much. Duke comes for him - Mike Haggar leans back, sets his hands...
And Duke is still faster than he's ready for. The knee slams solidly into his gut, rocking Haggar back a few steps. "Whoever the hell you are, you must be new here." Haggar growls as he starts right forward. His right hand whips out to reach for Duke's head, trying to tear him forward where he can throw a huge elbow into his face. "I don't take orders here!"
He can't see Duke clearly - he can see where he /is,/ but can't pick out any details. Still, with an advance like that, he's probably justified in not holding back.

A bit slow on the pick up, Haggar is. Just a touch too slow to avoid a solid knee buried into his gut. It's not really meant to hurt, as much as it is to test the other man; see his boundaries, just how much punishment he can take. However... /that/, and what Duke can see of the man from such close proximity, answers all of his questions. Mayor Mike Haggar. Well.
That just means this will be the perfect spot to prove a /point./
Grasped by the head, Duke doesn't seem to put up much of a fight against Haggar. Maybe because he's really just some punk, or maybe -- maybe because he's /preparing/ for something. Ripped forward, Duke's body goes with the momentum. But as soon as he's in range, his body comes to a complete, lurching STOP. That elbow slams into him with titanic strength, and the Southsynd lieutenant... doesn't even do so much as budge a single inch. The very second Haggar strikes him, Duke's polished shoe is lifting. "You're going to, very soon," he replies.
"If that's as hard as you can hit."
SLAM. In one single motion, Duke SMASHES his foot against the ground, and the very flooring around them begins to shake violently as if in the wake of an earthquake, with Duke at its epicentre. Only a moment afterwards, a blazing, circular wave of fiery chi shoots forward, intent on burning Haggar and blasting him away as the tremors seek to ruin his footing. "GRAAH!"

This close, Haggar can see Duke a little better, but he's never going to be able to identify his face in a lineup. That /burst,/ though, will probably be more familiar. Haggar crosses his arms up in futility as he's blown back, a few flames flickering briefly on his pants and tanktop. He shakes his head - it hurt, but the man is nothing is not resilient. "You haven't seen anything yet, son." Haggar surges forward at Duke, reaching for him! Look out!

Haggar gets ahold of Duke, unaware that the other man is probably going to use this against him to shoot a huge meteor or some nonsense. His grip is like being wrapped in a steel band, and nothing will prevent him from leaping up into the air, spinning. Duke is turned upside down in midair, shoved down so that his lower body will hit the warehouse floor quite some time before Haggar does. The mayor whirls like a tornado as he comes down hard, attempting to spring away as they land. Whether Duke lets him go scot-free is another matter.
Well, at least Haggar does have strength behind him. Watching with a bored expression as Haggar is blown backwards by the strength of his attack, Duke mutters something underneath his breath, running long, calloused fingers over the jagged scar across his neck. His left hand slips into the pocket of his slacks as he watches Haggar come to a full landing and make his declaration... and slowly an unpleasant smile creeps across the ambitious gangster's lips. "I haven't? I think I've seen enough to know just how worthless the great Mayor Haggar is. So how about trying to prove me wrong--"
And so Haggar does in one, splendorous moment. Rushing forward as he is, Duke has very little time to prepare himself for the other man's sudden rush. His hands snap out, body bracing... and then Haggar impacts /soundly/ against him. Crushed in the mighty mayor's grasp, Duke doesn't have the time or the breath to say anything as he's launched into the air and then slammed down. Hard. The warehouse floor cracks and splinters beneath the might of the blow, rubble flying free. But just as Haggar leaps backwards...
... Duke is right on his feet, surging forward to greet the large man with a haymaker intent to knock him into the ground. "HRAAAGH!"

Haggar's hand comes flying up, hoping to intercept the haymaker. BUT--!!!!?!?!?!?
BUT Haggar is just a second too slow. Duke SLAMS his fist straight across the other man's face with such titanic force that it knocks even the mighty mayor to the ground. Before Haggar can hit, though, Duke's right hand snaps outward, intent on gripping the other man solidly by the leg. Haggar's other leg is grasped by the gangster's other hand, and then suddenly... Haggar will find himself literally lifted into the air as Duke swings around once, twice, three times... and then releases Haggar straight into the air.
BUT IT DOESN'T END THERE?! Haggar is sent soaring, so high hig head dares to graze the top of the building. As he goes flying, Duke is running /directly/ underneath him. As Haggar descends, Duke asscends in a mighty leap, intercepting the mayor on his way down in a mighty powerbomb that sends Haggar CRASHING into the ground with an explosive /boom/, sending large chunks of concrete flying across the empty warehouse chambers as the sound reverborates throughout.
It's been a long, long time since Haggar's fought someone who uses at all similar a style to him - and even in the future he won't fight anyone quite like Duke. He is horribly unused to dealing with the explosive movement he himself is known for, only managing to slap uselessly at Duke's incoming hand. Blood sprays at the impact of the fist, and he is unable to do anything as duke ASSCENDS at him which is just goddamn filthy, man, come /on./ "Huurgh!" is his reaction to Duke's powerbomb, the impact rocking Haggar's entire body. It takes some time before he can recover enough to roll away to his feet, which even then he cannot do perfectly. His stance is all broken up.
The moment of impact, Duke leaps off and away from Haggar, letting the other man experience the full pain of impact by himself. Duke, on the other hand, lands smoothly several feet away, brushing dirt and rock from his person with an almost distasteful look about him. After assuring his suit is all but impeccably cleaned, Duke's dark eyes finally refocus on the rolling mayor, arching a brow and frowning. "I thought you'd put up more of a fight than this. This is pathetic, Mike." He uses Haggar's first name almost conversationally, meant to taunt the other man as he rolls his neck and sighs.
"How about I give you a moment to get your act together... and then maybe you can show me just how strong you think you are." And Duke obligingly does so; he doesn't move, he doesn't attempt to attack Haggar. Instead, he stands perfectly still, one hand slipped into his pants pocket as he keeps a watchful eye on the resilient mayor.

Haggar remains somewhat... indisposed for a moment. Then, with a great shake, he comes fully to himself - and his eyes /blaze./ His fists clench and his blood boils. There are no words now - he is just too angry.
Haggar surges forward at Duke, rolling his neck with a series of pops, and unceremoniously dives at him. There's a flare of blue around his right hand as he tries to just grab Duke's face and bear him to the ground, twisting so as to drag him through the dusty floor in a circle before leaping up.

Head still in hand, Haggar quite simply whirls his hand over his head like a lasso, hurling Duke like a meat bullet at one of the many support pillars. However, thanks to the power of meat, he somehow streaks through the air afterwards, reclaiming and repeating the process. "HOOOYEAH!" It happens a third time, with Haggar this time no longer aiming for a pillar, but the far wall. He finally lands on his feet, breathing hard, face intense.
Suddenly, in a shower of blood, breaking glass, and pure badassery, one of Duke's dudes goes blasting through one of the heavy sidewindows of the warehouse. The reason is quickly apparent when Guy follows, foot outstretched in a picture perfect flying kick, despite the fact there there is, in fact, another of Duke's men, desperately clinging to the sneaker ninja's back.
The thug lands first, and then Guy lands on top of him. In one smooth motion, he reaches up behind him toward the other unfortunate no-name, grabs his collar, and then throws him across the rest of the warehouse through a window on the other side. Pausing only an instant, intent and wordless, Guy leaps up in quick pursuit, flipping through the window, leaving only a bruised, unconcious thug in his wake. Damn.
See, now that...
... that hurt.
There aren't really any decent words to describe it. As Haggar plows into him, Duke doesn't even have time to respond before Haggar is plowing into him, grasping his face and DRAGGING him across the dirt-ridden ground. Rubble scrapes at his back as he goes, before he is simply SLAMMED into a piller -- and then again -- and then AGAIN, slung like a ragdoll into one of the nearby walls. He goes crashing with a deafening BOOM, a veil of dust pouring forth from the point of impact and settling over the ground. Silence...
... and then slowly Duke crawls out of the hole that Haggar has single-handedly made with his mighty swing. Wordless, quiet rage boils in his dark eyes -- and culminates the moment that Guy comes crashing in with HIS MEN. A ninja. A ninja... drive by.
"..."
He seethes. Flames, /literally/, begin to sprout out from all around Duke as he stares at the departing Guy in a mixed look of disbelief and rage. "... You..." He begins slowly, his fists clenching tight, shaking visibly. "All of you..." And then slowly, /both/ Duke's hands lift into the air.
"/GET OUT./"
In that single moment, Duke SLAMS his fists into the ground with all of his raging might. The very flooring beneath him /explodes/ violently as, from all around him, the entire floor ignites and ruptures in the wake of a fiery, hellish explosion of chi-powered flames, intent on catching Haggar up in the wake of the inferno -- and likely burning his poor thug in the process. It's okay.
They come cheap.
"GRAAAAAAAAAAAH!!"

Mike Haggar watches a graceful shape that can only be Guy come flying out of nowhere, with two thugs that he recognizes not. He nods once, solemnly, as if to say "Attaboy." This is what is expected among their tight-knit group, and that has not changed even with Cody's being especially Cody of late.
Haggar turns his stern gaze to Duke as he climbs out of the hole, moving toward him steadily. He doesn't stop even as flames erupt around Duke, only clenching his fists tighter. The flames reflect off Haggar's eyes and, for an instant, they truly appear to have fires of their own. "I will not tolerate this... or you... in my city." Haggar charges forward into the flames. "YOU GET OUT!"
By all dramatic rights, this should be the part where Haggar barrels through the flames as though they weren't there, hand outstretched to grab Duke by the head and inflict more untold torments. But something in Haggar fails that day. Halfway through the explosion he is forced to halt, collapsing to a knee. He is not thrown horribly away, but he still must now /recover./ He slowly pushes back to his feet.
"No." With that one word, he comes at Duke again, arms wide.

Haggar's arms lock around Duke - but the other man's size flaws his grip, makes it imperfect, coupled with his own tiredness. He rips him off his feet all the same, tilting back and slamming him down in a German suplex. His form could be captured and used to show all wrestlers what they should aspire to. He kicks off with his legs, tucking and rolling back once, coming back out in another suplex. However, this one is not so good. His arms are too lose, he's bridged too far. Exhaustion is taking its toll.
Pain. It's not something Duke is unaccustomed to, but he had planned to simply grind Haggar into a fine powder figuratively speaking, and then hurl him right out the door. Things don't seem to be going quite the way he had planned, however -- evident from how Haggar manages to outlast and survive that sudden blazing inferno that simply pours forth from Duke's being. It is mildly upsetting to what he had predicted... but it doesn't mean it's going to deter him at all.
Blood dripping down his lips, Duke waits for Haggar to rush at him. Gripped as he is, as loosely as he is, it isn't too difficult to find a way to disrupt Haggar's sudden and vicious assault. The first suplex lands cleanly, slamming Duke STRAIGHT into the ground. Another suplex, this time sloppier... and by this time, Duke has gripped securely onto Haggar's forearm.
"Not... /good enough/!" And as soon as Duke growls this, as soon as he's been slammed into the ground once more, he seeks to push /off/ and away into a roll... with Haggar in tow. The movement is simple. As he rolls forward, Duke simply releases Haggar, intent to launch the other man through the air and into a nearby wall as he stops in a panting crouch. "... hmph."
Haggar impacts the wall hard, denting but not cratering it. By now he's recovered his mind enough to plant hands on it and spring off, landing hard in a kneeling position. He breathes heavily... it's hot in here, the heat from the fire chi building up in the room. Sweat drips from his head as he straightens. "I know."
Haggar's hands come up to the neck of his tanktop, gripping hard. Without even a shift in expression, he pulls, the fabric stretching across his chest and tearing. His soot-and-sweat-streaked chest gleams even in the dim light, patches of red from burns and blood standing out. He pulls the rest of the fabric off his body with his right hand, throwing the ruin aside. With two basso thumps, he slaps his chest twice, rolls his neck, and gestures at Duke to 'come on' with both hands.

While he won't actively go out and broadcast the fact, Duke is actually more beat up than he would have expected from Haggar's earlier showings. He's fought a little recklessly, but it doesn't really /bother/ him. It also means, however, that he needs to take a step backwards and consider the fight for a moment.
The fact that Haggar doesn't come right after him isn't exactly promising. And while Duke doesn't hesitatet to bring the large man down... even he has to admit he needs a moment to catch his own breath. So, instead of charging in like a maniac, Duke pauses... and waits. "After you." He states simply, offering a deep and gentlemanly bow to the other man. It's a gentlemanly offering. After all, it wouldn't do to let the gracious host go in first. "Come on."

Haggar snorts at Duke, and then simply whirls around and drives his hand into the wall.
Cement flies all over as he digs around in the wall, making more than a few canyons of destruction. Finally, he finds what he's looking for - with a single mighty tug, Haggar frees his hand and a length of rebar from the wall. Roaring, he spins around and runs for Duke, taking the length in both hands and bending it in half. It's a better weapon that way.
"I don't know who the hell you are, what your name is, or what game you're trying to pull here - PUNK - but you're not going to get away with it in my town!" Haggar LEAPS the last several yards, sailing through the air like a Hadouken right at Duke. He whips the rebar out in front of him as hard as he can in a swing that would atomize a normal man's head.

He's tired of this. He's tired of seeing Haggar prance about and rant at him, and now -- Duke is likely going to have to find a new location to set his plans in motion. Though he should /thank/ Haggar for that -- this place was clearly far too obvious if the Mayor has come barging in tearing the place down and roaring like a madman. But still, Duke has decided to end this hear and now. "Too bad," he starts with a spit, wiping blood from his lips as it stains the blonde hairs of his goatee.
"If you're the best Metro City has to offer, than this... should be easy."
Haggar flies at him like a meat missile, and at the same time, the Southsynd lieutenant rushes straight across the ground at him, flying across the distance between them. That rebar swings out, striking at Duke's shoulders, smashing into his neck -- but at the same time, Duke's right hand swings OUT in a sudden, sweeping uppercut that SLAMS into Haggar's jaw, launching his airborne form even further up. Haggar will soar, but as he descends... Duke follows up with a SECOND uppercut, to knock him right through the air again and /away/ from Duke.
The rebar bends hard again when it hits Duke - Haggar doesn't care enough to hang onto it as Duke punches him around like some kind of hilarious punching bag. But as he flies away, he's clearly not interested in giving up yet. He recovers with one hard flip, digging his feet into the air. "Heh heh... you don't know jack about this city."
A red haze erupts from Haggar's body. It doesn't light the area - it may not even really be there. But it looks for all the world that as Haggar charges at Duke once more, a red haze is left in his path. "Just another punk from Southtown who doesn't realize what he's doing! You might beat me here today... but don't think that means a damn thing!" His hand stabs out at Duke's forehead with the force of ten sledgehammers all tied together with really manly string. In words that would really prove portentious in Haggar's future:
"One victory... it doesn't even matter! It's all about the long haul!"

Contact. Duke doesn't even have a hope of standing, Haggar's massive hand flinging him down to his back as though hit by an Indiana Jones-style boulder. The wrestler, running on adrenaline, immediately croushes down and scoops up Duke's arms. "HRRRAAAGH!" It takes a second to get the other big man's bulk moving, but with one hard rip, he starts spinning. With perfect control, feet pumping, he moves in a perfect spiral. Duke lifts up more and more until his body is parallel to the ground, moving at ridiculous speeds. "And in that... there's no way you can stick around!"
Release.
So this is what it feels like to be slapped around like a sissy little girl. Duke's only had the experience a few times in his life, but this marks up there with one of the highest. Even as Haggar lands, as he plants himself firmly into the ground and then LAUNCHES off with such speed and strength, Duke quite literally... runs right at him, right into that meaty hand that seeks to slam into him like a freighttrain. He's here to prove a point after all. What point is there to prove if he just skirts out of the way of Haggar's attack?
Still, Duke severely underestimates Haggar's speed and swinging power. SLAMMED into the ground, he can only lurch forward before he's picked up, and spun. The world becomes a blurring sequence of dimly lit colors as Haggar rotates around like a miniature hurricane of might, until--
--Release.
Unpleasant, painful release.
Duke launches off like a cannonball from Haggar's grasp, soaring through the air. His head impacts against the roof of the building, dragging along and churning up the solid concrete unpleasantly as it scrapes his face. The resultant impact has him almost instantly ricocheting off that roof though, rebounding straight into the ground with a hideous crash. Dust settles, obscuring everything in the dark lighting of the warehouse... and slowly, slowly Duke comes to a stand. His dark eyes move to stare at Haggar squarely with a frown. He takes one single step forward...

Haggar has to spin a few more times to wind down the momentum of the Giant Swing, ending up agonizingly on his knees. His chest rises and falls as he breathes heavily. He starts to come back to a standing position -
But it's over. A burst of light and pain from behind Haggar's eyes tells him this. Darkness swims up, whirling in front of his vision as he collapses forward onto his face. He doesn't know that Duke has gotten back up, he only knows warm, warm oblivion. When he wakes up, he won't even remember this... the fight was far too much for him all of a sudden.
... and Duke /does not fall./ He stands tall as Haggar falters and tumbles, staring with marked amusement.
"Don't worry about the long haul," Duke states coldly as he walks towards the fallen mayor, "I'm going to be around for a long, long time."
Those of Duke's thugs that Guy hadn't ninja'd come down from the second floor. There's only two, likely hiding somewhere while their friends were being ninja star'd to death. The thugs will proceed to drag Haggar out to dump him several blocks from here as Duke watches impassively, an ugly grin slowly slithering across his lips, fingertips touching against his deep scar at his neck. It's to be a message. He could have very well killed Haggar, in his opinion.
It's a sign of mercy from Metro City's future boss. Too bad Haggar won't have any memory of the ordeal. It's alright, though--
--Duke has to go track down the morons who sold this place to him and show them the meaning of pain.
