Description: This is the official ruleset for KOF 2017.


I TEAMS

A Team structure

1. Each team in KOF will have a minimum of 2 active apped members and a maximum of 4 active apped members. Furthermore, each team MUST have a temped character within their roster as a standby member. Temped characters may be used as Active Members, but these will be distinct from Standby, and follow the same rules as the

2. Each character can only be on one team. This applies to both standby and active apped members..

3. Players can only have one character on each team. Standby members do not count towards this restriction.

4. Players can only have a maximum of two active characters within the tournament. Standby members do not count towards this restriction.

5. Characters can leave their teams at any time. However, once a character quits a team, unless it is before the official matches have begun, that character cannot join any existing team.

6. Once the tournament is underway, as long as a team has at least one active member, the team may continue throughout the tournament.

7. A team is considered disbanded once all active members have quit the team.

8. In order to form a team, each active member must have a scene where they discuss and agree to forming the said team ICly. This can be done as a series of one on one scenes, or as a single collective scene with all active members part of it, or a hybrid of both.

9. After the introductory scenes have been completed, a team captain is to be nominated. This will be done both ICly and OOCly by the members of the team; if a team cannot elect or select a team captain, then the team captain will be selected by the organizer of the tournament. The team captain is both the IC and OOC leader of the team. They will handle any decisions relating to the team, and be the primary contact between team and staffer. Responsibilities include the removal of team members, handling any details given to the captain from the organizer, the selection of team members for upcoming fights, the reappointment of new members under certain circumstances, and resolving any concerns or directions from the organizer of the tournament.

10. The team captain will then be responsible in sending a @mail to P-Body with the header format of KOF Registration - . The team captain will need to outline the members of the team, and link the respective public logs as evidence of the formation of the team ICly. The team captain will also provide 1 or 2 paragraphs justifying the standby member being part of the team.

11. In the circumstance where the team captain is inactive, an active member of the team can plead to the tournament organizer to act as a delegate team captain until the team captain is active again. Likewise, the team captain can delegate a team captain if they expect to be idle for an extended period of time.

12. Ratio Limit: Characters R6 and higher are banned from KOF as team members. Only one member of the team may be Ratio 4 or higher. It is not required for the Team Captain to be the highest-ratio member of the team.

B Standby Team Member

1. As noted in the team structure, each team must have 1 member which is on the temp character list, who is currently unapped, to act as a 'standby member'. The purpose of standby member is to ensure the smooth progression of the KOF tournament. For example, if only one person on a team is able to participate in a match, then that one active person can enlist the assistance of the standby member to continue with the fight, who can be temped by anybody (Including the player himself, if need be!).

2. Standby member selection process is different from the active team member selection process. Generally speaking, it is what makes sense. For example, for the Psycho Soldiers team, we currently have an apped Athena, Kensou, and Momoko. It would make sense, logically, that the temp would be Bao. It wouldn't make sense for it to be Rufus. When you submit your teams into the tournament, please provide a paragraph or two justifying your temp character, and why the temp would be on the team.

3. The ratio of the standby member should be R1 or R2. Because the intent is to have a standby in place to continue the tournament, it shouldn't be more powerful than the active members.

4. Should the standby character be apped during the tournament, then an 'easing' of the rules will come in place. The new player of the standby character makes the choice of whether they want to remain on the team, or not. If they wish to remain on the team, than that character would be included in the team, even if it pushes it over the limit. A new Standby MUST be appointed before the next fight; the captain (or delegate captain) will work with the staff on the new Standby. As a note, this can be a method to rebuild a team, if said team has lost most of its members to inactivity, but understand that the standing rules on ratio restrictions for standbys are still in place.

5. The Standby should not be used in a match unless the team is unable to procure any other team members. Once the team has demonstrated that it cannot procure the other team members to a sufficient degree, it can default to the standby.

6. Standbys are never leads. Only active members can be leads.

II FIGHTS


A Fight Rules

1. Each match will be a sequential 2 vs 2 match, with a maximum of 3 rounds. What this means is that each match will begin as a 1 vs 1 match. Once one side defeats the other opponent, then the winning side remains in the fight, as the second member joins and a new round begins. A team loses when both members are KO'd (though there is a clause under II.3 to deal with DKOs). The first fighter on each team will be defined as the 'lead', while the second fighter while been defined as the 'second.'

2. After one side KO's the other side, that individual is allowed a tournament rest as the other team's second fighter joins the match. A tournament rest is similar to a regular rest, except it will ignore any HP recovery during the rest, and will not cause the reaction and damage debuff. Restore and recovery ticks will not occur during a tournament rest. Ambitious trait will not trigger for tournament rest.

3. DKOs will be resolved as follows: If there is a second member active for both sides after a DKO, then both will join as if it is a new fight. If there is only one second member active for a side, then that team will win. If there is no second member active for each side, then the winner will be determined by whoever has the highest HP at the end of the fight (or rather, the smallest negative HP).

4. If a player cannot continue the fight for IC or OOC reason, they may forfeit for that round. They will leave the fight, as if they were KO'd. If they were the lead, then the second will join in after the other fighter is given their tournament rest, as if the lead was KO'd. If it is the second that forfeits, than the other team wins that round.

B Order And Prefights

1. After the matches between teams have announced, it is the job of the team captains to select their leads. Lead will be the first fighter in the 2 vs 2 matches. This will be submitted to the tournament organizer secretly via @mail.

2. After both team captains have submitted their lead, the tournament organizer will then send an @mail to both captains and their selected leads about the matchups and leave it to them to arrange their scene within the deadline.

3 The second can be determined after the respective lead for the team has been KO'd. This can be any member of the team outside of the select lead.

4 If the lead fighter for a match was the lead fighter of the preceding match, the fighter will start with 15% less reserve.

C Brackets

1 The brackets for the tournament will be a fixed 8 slots. This is to prevent any 'byes' in the actual tournament. Because there will very likely be more than 8 teams in the tournament, we will have qualifying matches.

2 Certain teams will be auto-qualified, based the weighted average ratio (WAR) of the team. The highest ratio member of the team will be counted twice for purposes of averages. Standbys are not included in the calculation of WAR.

3 Based on the weighted average ratio (WAR), the team with the highest WAR will auto-qualify, and based on the number of auto-qualified slots remaining, it will auto-qualify the remaining teams from highest to lowest WAR.

4 The auto-qualification will be based on the number of teams. For every team above the 8, one fewer slot will be auto-qualified. Thus, if there are 9 teams, the seven highest WAR teams will be auto-qualified, while the lowest two WAR teams will have a qualifier match for the 8th slot. If you had 15 teams, then only the highest WAR team would be auto-qualified, while the remaining 14 would fight for the remaining slots.

5 The qualifying slots and official brackets matchups will be based on a fixed slot matchup. The matchups are as follows

4 vs 5

Qualifiers for each of the open slots follow the similar format; the highest WAR that needs to qualify would face the lowest WAR to qualify for the highest slot that is being qualified. So using the example of 15 teams, with 14 needing to qualify:

III Disqualifications

A. The following items are grounds for IC disqualification from fighters within a single match.

Tampering or interfering with an opposing team members outside of designated matchup (attacking an opponent before required).

Outside interference during an official match by a team member.
B. The following items are grounds for an IC disqualification for a fighter from the entire tournament

1) Sabotaging, attacking, or interfering with other teams outside the scope of a match after the official matches begin.

2) Stealing the power source of another fighter. (Ash Clause)

3) Committing an illegal, immoral, or unethical act against the tournament organizer or tournament organizer's organization outside the scope of the tournament. (Rugal Clause).

4) Killing an opponent during a sanctioned tournament match. (Go Hibiki Clause)

5) Unsanctioned 'Power Boosters' or similar enhancements before an official match. Sanctioned and identified Power Boosters are legal if already documented. (Riot of the Blood Clause)

6) Refusal to wear any necessary add-ons or peripherals, such as the HitBit devices (Nagase Clause)

C. The following items are ground for an IC disqualification for a team from the entire tournament

1) Using the tournament as a means to summon a malevolent deity or deity-level figure without permission of the IC tournament organizer.

2) Getting your invite stolen by another team BEFORE the official matches begin.

3) Improper or fraudulent team registration.

4) Attempting to register or sneak in Mignon into your team.

D. The following items are grounds for OOC disqualification for fighters within a single match.

Intentional stalling; if you are caught with explicit evidence showing you are stalling in a match, you will be disqualified from that match. The judgement of stalling will be determined by the staff. As a rule of thumb, if you are composing twice or more in a match? Bad idea.

Bad sportsmanship; if you are being problematic OOCly in a match, either through bad, rude, or nasty comments OOC or Paging, you will be disqualified from that round. This will be due to staff judgement, and our decision will be final on this.

Excessive reporting; if you are making too many reports or complaints about the behavior of your other players without evidence to support it, then we will disqualify you instead. Don't waste our time with complaints with the intent of disqualifying your opponents.

Refusal to Scene; if you refuse to scene with your opponent, this will be considered a form of 'stalling' and you will be disqualified from that round.

Movespam clause; If you spam a move more than 2 times during a fight round, this will be considered bad OOC conduct, and will result in disqualification. This does NOT include the match; if you threw two Hadokens in your first match (vs your first opponent), you could throw two more Hadokens in your second match (vs your second opponent).

Idling; if you start a match, and disappear for a while or are incapable of continuing the scene within a reasonable timeframe, you will be disqualified for that round.

E. The following items are grounds for OOC disqualification for fighters for the entire tournament.

Repeat offender; if the staff has reason to believe that you are breaking the III.D on a routine basis, that fighter may be disqualified from the entire tournament (and you the player may be disqualified as well).

F. The following items are grounds for OOC disqualification for a team for the entire tournament.

Rigging fights. If a team is caught cheating either by rigging fights to favor them or purposely taking a fall as a pre-arranged set up between teams, then the offending teams will be disqualified. This extends to staff as well; if a staff member or otherwise pressures you into a certain fight outcome, this is considered a violation of this rule.
