The younger of the Lee brothers, though Billy enjoyed his childhood adventures with his brother on the tough streets of Metro City, he was happy to abandon that life upon moving to Sunshine City as a teenager. Mellow and devoted, he steered clear of street gangs and trained under Master Lee Song in Ryu Zui Ken and the ways of the Blue Dragon only to protect himself and his loved ones. Yet his feelings for Jimmy's girlfriend Marian led him to fail in that task, for when he called her out to confess his love she was murdered by a rival gang, leading he and Jimmy to rampage through their ranks. Only once the gang had been destroyed did Jimmy learn of Billy's guilt in her death, destroying the brothers' relationship. Billy has recovered from his loss and become a famous street racer, in which he finds the ideal synthesis of his cool head and his less obvious love of thrill. But he yearns to reconcile with Jimmy someday, knowing he can only let Marian go completely when his brother does as well.
