Description: An overt attack is made on City Hall by two paramilitary teams, one lead by Decapre and one by Sonia Romanenko, and a discrete gang of 'thugs' lead by Vyle. The Objectives? Kill Haggar and steal the city's power plans. But not everything goes according to plan...
Metro Square, City Hall -
Another gorgeous day in a not-so-gorgeous anymore city. The sun is high at the twelve o'clock position in the cloudless, azure, sky and the ambient temperature is just right for an otherwise pleasant day. There's a gentle breeze blowing through these packed-to-the-gills city streets as a veritable war rages on between the city's staunchest defenders and the chaotic mass of foreign gangs. It would be quite difficult for a normal person to get through this area without running into some manner of trouble. The concentrations of gangs in this area has seen a steady increase over the last few days and the rough neck invaders have been driven here from other places.
Fortunately, not everyone here is an enemy. Between the police, the brave citizens of Metro who've bothered to take up arms, and the Mad Gear gang... it wouldn't be too hard to find help if one were suddenly seized upon.
Standing tall and proud at the very heart of all of this chaos is a dull gray concrete building with a boxy, angular, structure that is aesthetically pleasing to the eyes. The area of empty space surrounding this thirty-two floor building makes it very clear it is an important building indeed, especially considering how utterly rare space is in this city. This building is the single most recognized building in the entire city... mostly because there've been so many interviews and press meets with Haggar standing outside of it. This building... is Metro City Hall, and it is presently surrounded by a wall of Metro City Police officers who have gathered to protect those inside. That includes Mayor Mike Haggar, who has summoned the city's officials together to discuss the state of the city and what to do about the gangs.
Somewhere in a dark alleyway nearby, a seemingly ragtag lot of gangbagers are huddle together closely. They're all plain clothes men and women wielding various sorts of makeshift weaponry, looking no different from the swarms of roughians outside. But there /is/ something much different about them... they're all business abouts something right now... and it clearly isn't heckling the City's residents.
"So, we're supposed to charge the City Hall, right boss?" One of the larger men waring a checkered flannel shirt and jeans says, in Vyle's direction. "...How do we know this outsiders gonna do their part?" Apparently these aren't just plain-clothes thugs. They're /Shadaloo/ thugs... a whole different kind of scum. They had all been told to wait for the attack from the inside. They'd been told there would visible signs... but so far, there was nothing...
*CLICK, CLACK*r
The sound of thick heels hitting the marble floor of the empty third story hallway could be heard... were anyone actually around... as a woman clad from head to toe in unmarked ebony military gear of Russian make falls from a new hole in the ceiling outside of the third floor library. She peels back an ebony glove on her right hand, staring at the dim green glow underneath. "...So the charges are set, and the camera system..." She turns her head to stare toward an overhead wall camera... the ordinarily green operational light is dead. "...is off, that means Alpha Team will be arriving downstairs in a five minutes..." ... The woman clad from head to toe in obscuring paramilitary attire begins to sashay her way down to the second floor... "...means I'm a bit ahead of schedule."
After a few more minutes, there would be a very noticeable explosion coming from the third floor... blasting windows of the building out and utterly destroying the hallways inside. The purpose? It's just a signal... and a ruse... for as the explosion rocks the City Hall building the police outside of the building sudddenly flood inward.
Mike Haggar has been awake for thirty hours.
His massive desk is covered in empty coffee cups and styrafoam cups, the latest being drank as the rather disheveled mayor convenes with a few important people; the chief of police, a representative of the United States army who is trying to decide if the attack warrants armored response, and Jack. Jack has never said who he is or why he's here, but the blond man in sunglasses had all the right credentials, and you just don't mess with a guy named Jack.
"I'll give another announcement to the officials when I finish this damn egg." he comments in aggravation to a restless politician as Haggar turns to a map of the city. It's covered in colored circles that show areas controlled by what forces, and similar pins showing moving groups. Surveillance has been kept at a maximum since realizing the nature of this assault is a bit more then his vigilante rampages could fix. Haggar presently wears a giant disheveled tan suit, which likely looked properly formal whne he first put it on two days earlier. "Guy! Guy, damnit! Did you figure out where the gangs are?" he speaks into a walkie talkkie. At least he's working at his utmost as head of the city, more then the mountain of muscle many think!
A security guard pushes in, looking nervous. "Mayor! The cameras are all dead!" There's not a lot of time to react before the explosion rocks the building, and the power cuts out, casting the interior into muddy darkness outside the windows. Haggar gestures to a corner of his office, cursing loudly and marching around his desk. "What's this now?! This isn't something from a bunch of random gangers...!! Cody and Guy are nowhere near here!!"
Haggar then switches the frequency on his walkie-talkie. "Razor! Zach! We've got some heat in City Hall! What's your position?"
Zach had to admit that he was surprised when the Mayor, sort of, deputized him on the spot once things started popping. It really should not have. A somewhat high-profile fighter, one known for having 'unusual abilities', setting down roots and undertaking a large project in Metro City, Mike Haggar likely had a decent file on the psion. The Mayor would have known that Zach would have gotten involved once the city fell under attack, and while the psychic's efforts have run more along the lines of emergency relief... well... it was only a matter of time before Zach stood the line and fought for his new hometown.
"Heading there now, sixty seconds." Zach says into the walkie clipped to his tactical harness. He hates wearing the thing. It's loaded with first aid gear instead of ammunition and weapons, aside for the short sword off his left shoulder. But the thing usually doesn't get pulled from the closet unless trouble is expected, or already on top of him.
A faint aura of amber light sheathes Zach's form as he picks up speed. He's not the /fastest/ fighter around, but he makes decent time.
If Decapre were the kind of Doll that watched movies--particularly hit movies--she might be reminded of a scene from a certain popular franchise, a rather iconic scene where a ghost dressed in black drifts through a crowd of policemen and gangers, in search of a foe... a particular foe.
She isn't, and so the association doesn't come to mind, but she is somewhat like that ghost in black. Almost. The blonde hair is different, of course... and the yellow tie... and the dark crimson gauntlets. Plus, she is emulating another popular fictional character entirely, as she stalks up towards City Hall.
Just before that explosion, there's a harsh scraping sound, for a fraction of a second, that turns into the harsh, singing sound of metal on metal, and that development doesn't last very long either. And then, there she is.
To pretty much everyone that 'knows' her, she is known only as Decapre, and the forbidding mask, the glowing eyeslots, and the forearm-length blades, razor-sharp claws extending from the gauntlets she wears, are as primally dangerous as the aura she gives off. There's definitely a sense--and some of the gangers, perhaps a touch more sensitive or just a touch smarter than the others, move away from her as she moves up--that she is barely-constrained death... in motion.
In that very alleyway, one Vernon Cross, a.k.a. Vyle is...in one of his rare moments, not dressed in his usual garish trademark colors. With ratty denim shirt, jeans with more holes in them than denim, scuffed white sneakers, and bald cap covering his usual trademark mohawk too, he is just as incognito as the agents and grunts surrounding him. With a pipe in hand, he lifted his free hand to slap the larger one questioning him. Less for asking questions and more to focus. "Wake up and keep your eyes open. If they're doing their part, they'll give us a sign. And they'll do it because the Chin said they'll do it. You want to say out loud that you don't believe LORD VEGA, do you?"
Mind, Vyle is skeptical himself...but he doesn't voice it. He knows better than to speak ill of the chin when he's alive, well, and doing his thing. Even if he told Diesel he felt the earlier war was ill-thought, he wouldn't do that in the middle of it. "Now listen, watch, and get ready. Keep your lips zipped unless its a war cry."
Poking his head out of the alleyway, he kept watch on City Hall. "No stupid signs that'll make you. We're supposed to be incognito, so act like you're from the City. Be as much an asshole as you want, just don't go making yourself out to be anything more than your standard Metro asshole."
And when the windows blow?....that's a sign. Good enough of a sign for Vyle, anyhow. "That's it! Lets do this, you idiots!" he hisses under his breath, before leading the charge....well, it's not so much a charge right now as a determined march. After all, they're not supposed to look like the army they actually are. Swinging his pipe in the air, he roars out in feigned anger, trying to get the goons he leads forward like an angry mob to follow his lead.
"OCCUPY CITY HALL!!!" he screams, slamming his pipe into a nearby lightpole, hastening his march on the blown out skyscraper. Time to do his part for the invasion.
Razor is in the middle of throwing a hard right hook into the face of one of the innumerable hooligans trying to cause trouble for the pedestrians in Metro's streets when his walkie-talkie crackles to life. There's the sound of cartilage being smashed as the thug is caught square in the nose, dropping to the ground. Shaking out his hand, Razor waves the middle-aged woman the thug was accosting onward before pulling his walkie talkie to his ear as he turns his gaze toward City Hall, his expression sinking a bit as he exhales.
"Still been directing traffic about a block down," he speaks into the walkie talkie's receiver. Then, realising that he forgot to hit the button to send, he does so and repeats himself. It's been a damn long day, and he's still not used to coordinating his efforts with others. "I'll start heading that way ASAP."
Keeping the walkie-talkie in hand, he starts running down the road, pushing past the civilians fleeing the scene, eyes still locked on the smoke coming from the structure. "Christ, how did they get a bomb into there?"
Chaos, utter chaos is what both the outside and inside of City Hall is now. With the poice rushing into the building, and the third floor utterly destroyed, the city officials and security guards in the building begin running about like chickens with their heads cut off... many either fleeing for their lives or - in the case of security personnel - dashing upstairs and also towards Mayor Haggar's office. Those closest to Haggar, however, are keeping their calm a bit better... but perhaps only for the presence of the Fighting Mayor himself.
The Shadaloo Grunt struck lightly against his arm by Vyle and lectured protests, "N-No! I'd never... I'd never question Lord Vega!" ... At being told to keep their lips zipped and get ready, the group of men and women nod almost simultaneously... and steel themselves for what is to come. When Vyle departs, they follow... giving a great roaring war cry as they raise their weapons into the air and shout ferociously whilst they charge the now invitingly open doors of City Hall...
Sonia, meanwhile, has met up with a small team of her own hirelings on the second floor. Three men, all garbed in the same military attire and obscuring gas mask, armed to the teeth with military grade weaponry. "Let's move..." She says, rather simply, as she leads them down the hallway toward the stairs to the first floor where the Mayor's office and the cities most imortant documentation await their ambitious hands. ... They would have to wait, however, for as they draw near to the staircase to descend to the first floor a small group of security guards comes up the stairs at the same time.
"F-freeze!" One of the guards draws a pistol, leveling it at the team's leader... Sonia Romanenko. "Come quietly.."
There follows shortly after ringing of metal against metal, and then the sound of bodies httingly the floor shortly after.
The team ten proceeds to continue down the staircase toward the first floor... stepping over the dead security guards... one with a knife protruding frrom his throat. "I don't have time to play, sorry...."
The mayor is keeping his radio shifting between the assigned frequencies of the police. All those who have come forth on his level to check on him are waved away. "Protect the civilians and the politicians! But let all the lawyers die!!" The noise from the lower levels have the police preparing from an assault from outside. But that isn't what Haggar is worried about at all. That explosive... it came from within the building. The question is when, exactly, it was planted. A radio near Sonia begins blaring with Haggar's voice. "Come in! What's the situation?!" The massive Mayor is quickly realizing something is horribly wrong, as he approaches a staircase of his own. Something is unsettling about this. The fact they attacked when Cody and Guy were away might not be a coincidence... but he has other allies then them!!
Zach heard the explosion, saw some of the rubble still falling as he was heading towards City Hall. His eyes narrow as he reaches for the walkie.
"Checking out that explosion," is all Zach says as he alters his course slightly. He weaves through some of the chaos, avoiding some of the trouble.
While they're not fast enough to stop Zach from charging into the smoky, partially bombed out Hall, Vyle and his 'mob' are on the scene almost as soon as the guards and police draw back in to see the chaotic situation on the inside. Still chanting in some kind of mockery of real grassroots protest, the violent thugs start to bang first along the plaza surrounding City Hall. Plaques are cracked, marble chipped and kicked, and trash cans indented and torn off their bolted brackets.
"LISTEN TO THE STREETS, YOU ASSHOLES!" the lead thug screams, the incognito Vyle hoping he and his brood are able to stir up enough violent, random animosity around them to get even more to join in, making the whole sordid affair even more nebulous and (hopefully) untracable back to any organized effort. As they approach the doors, glass would be smashed, especially by the pipe-swinging disguised luchador, trying to do as much superficial damage along the way and give the news some good visuals and flash for the latest Breaking News interruption.
Zach arrives at the entrance to the bombed building in time to see what appears to be a paramilitary team heading into the lobby. "Sunnuvaduck," Zach mutters as the psion strides through the entrance.
"Hold it right there," Zach says with a bit of authority. "You're going to need to answer some questions. Come quietly, and there won't be any trouble.
"
Correction: Decapre is with -Vyle's- group. But she is out there, in front of City Hall... and just before everything gets underway and -too- crazy, she's making a call over the radio in her mask. There's not just Vyle's gangers out there, after all. Shadaloo has plenty of actual military might in addition to the freaks that populate its upper echelons. And such a group--a squad of four men, clothed in tactical armor and gear, disembarks from a nearby vehicle. They look tough, hardened... and yet they follow Decapre like she were a general.
To them, she practically is. She doesn't speak--or at least, there's no sounds issuing from her mask, though it's entirely likely that such things are dampened for now, her words transmitted to tactical radios situated in the squad's ears...
As the chaos ramps up, Decapre gestures to a window, first-floor. It isn't broken yet, but it soon will be--as one of the squaddies fires a plastic explosive charge into it. It lands, sticks, and then, a good five seconds later, explodes. The Doll takes off at a clip for it, the squad following behind... and -that- is their entree into City Hall. Through that office--the City Planner's office--and out, into... guards! And policemen.
Unfortunately, guards and policemen are simply no match for the Doll and her toys--bursts of gunfire, sharp screams that almost hide the sound of blades scything through meat. And now the tiled floors of Metro City's City Hall are washed in blood and smoke.
Decapre points off to her right, and she and the squad race down the hall. They're due to explode into the gigantic lobby of the Hall any moment now... and they'll be in place to intercept Mayor Mike Haggar.
The scene in front of City Hall is already becoming as explosive as whatever got set off inside the building proper by the time that Razor makes it to the plaza. Looking around, he can't see any faces that he recognizes - it seems that other than the cops who seem to have completely lost control, there isn't anyone else outside to deal with the fresh mob that's rushing the doors of the city's seat of authority now. Razor grunts, shoving the walkie talkie into his pants pocket, and pulls off the light jacket he's been wearing and tossing it to the asphalt, revealing the scarred and muscular frame of the angry brawler underneath. Some of the local thugs would probably recognize him, but the ones that he's got his eyes on aren't exactly local, are they?
"HEY, JACKASS," Razor shouts, singling out the disguised Vyle as a ringleader. "City Hall's closed. If the streets have gotta complaint, they can take it up with me!" Internally, Razor is twisting up at the sound of gunfire from inside the building, but he doesn't let the fear show here.
The gaggle of Shadaloo grunts plods along behind Vyle, making a racket and destroying everything they come across whilst trying to keep up the appearance of chaos. It is a difficult thing for these men, not to resort to those drilled in Shadaloo instincts and fall in line behinnd Vyle nice and orderly. Though they manage to avoid this, at least, the fact that they all corodinate their steps so well as to keep up with one another sets them apart from their chaotic surroundings... if only subtly. As they approach the doors, the men and women behind swingg lead pipes and steel bats and smash some of the windows in, smash the wooden doors in, and even smash parts of the great marble statuettes lining the doors in... sending one of them crashing to the floor where it shatters. "HOOOOOOOOOOOAAAAAAAAAH!! DOWN WITH METRO!!!!!"
Shortly after Vyle's group enters into the lobby, Decapre's military team's explosive burst through a window on the opposite side of the hall and blows out windows and a another statue and a pair of expensive paintings lining the walls. Any security or city officials nearby unfortunate enough to be caught in the blast is most assuredly DEAD. Likely anything flammable nearby is on fire as well.
Meanwhile, somewhere nearby, coming down the stairs to the first floor is that four man (three men, one woman actually) team of moving shadows and death. As Zach bursts through the doorway and issues a challenge, the team actually stops... lifting the barrels of their guns and pointing them all at the psion.
Sonia chuckles darkly, from somewhere inside that alien mask, her voice muffled... "Get the documentation..." ...She says, off-handedly to the team behind her, "...Four people is not necessary for this." ... And if Zach allows them to, of course, they will run dow the stairs and move right past him on their way toward their objective. "So... you want to play with me, boy?" The russsian vixen is making zero attempts to disguise her normally 'playful' sexual nature today... "...Let's find out of you've got what it takes to satisfy me..." She then assumes a flat-footed fighting stance, arms up to guard her face and ribcage... with one foot forward. But she isn't aggressing, yet. "Come."

Zach is still frowning. The sexy lady being sexy, while interesting to a healthy twenty-something like Zach, isn't enough to distract the psychic. Orders are given, and almost before the team can take their first steps but definitely before second steps are taken, Zach is giving each of them a quick burst of Soul Power fired from the tips of his index and middle fingers.
"I don't think so. Why don't you guys stay here for a spell." Zach grins faintly. "That ought to make it interesting."

The sabre-rattling (figuratively), pipe-swinging (literally!) mob crashing through the City Hall lobby with a great crash of glass and a shattering of marble, the manufactured revolt pushes through, roars and screams still echoing across the plaza as they charge in. With Vyle leading the way, he marches in, making sure to keep his steps out of rhythm to try and make sure it doesn't sound like a damn military march. After all, as a wrestler, he knows how to use his body as a tool to play a part.
Of course, he finds himself interrupted as one of those vigilantes the city is so known for shouts for them, the ringleader's head turning toward the scarred brawler just outside the doors, on the stairs they just left behind. "Get out of here, you goddamned puppet!" he shouts toward him, pointing his pipe toward Razor, and throwing his free arm up as if to coax the rest of the goons (as well as what locals have joined in with the rising violent outburst) into roaring toward Razor as well. The sounds above them? Obviously, it doesn't seem to phase any of them, so eerily focused there rage is.

Haggar had intended to move up the stairs, which happened to be the opposite one Sonia was descending. Whether this is ultimately a boon or a bane is yet to be seen. But then the sound of explosives in the main hall is heard, and he turns away to look back in that direction. Turning back, he slowly strides towards the most overt and obvious danger displayed thus far. The large doors are pushed open, wash of heated air and charred ash reaching his nostrils. Slowly he looks over the broken statues, the ruined paintings, and most importantly the lost lives from this assault. "...!!" Decapre is looked at, along with her assembled team. But she might feel a chill; for although they are sent here to assassinate the massive Mayor, he does not seem like prey. But a ruthless predator of the highest caliber. "You cowards...!!" Suddenly he flexes explosively, and the top of his rumpled suit explodes off into tatters, revealing the multiple Mayor of the Year award musculature. The goal of luring him out into an attack is successful. Part two... ending his reign of explosively muscle-powered political savvy!!

To Decapre, nearly -everyone- is prey. But being prey doesn't mean being -easy-. That's a mistake many would-be hunters make. They see their prey and they think it'll be easy, because in their mind they are the hunter and their prey is nothing more than a target. But those who fight know that there's nothing so precious as life--and nothing that people fight harder -for-.
There's that single moment, when Decapre looks at Haggar, her mask providing the impassive look, and the Squad known that they're going to have their work cut out for them. A moment frozen in time, a still-frame tableau that is broken by the staccato of gunfire--as the Squad spreads out behind Decapre, the better to avoid shooting their commander--and to keep from bunching up.
Decapre, for her part, knows that the men won't shoot her--and she's confident in their training. So those blades of hers? They are brought to the fore as she brings her arms up. Haggar will note that they're arleady bloodstained, fresh crimson dripping off the curved tips of the claws--as she drives into a long lunge, right arm cocked back and then lashed out, intending to blaze a crimson trail, a hazy, red-purple energy flaring around her striking arm as she looks to carve furrows in the Mayor.
Once Vyle and his gangs have been challenged by Razor, and Vyle gives the signal to attack, the group of Shadaloo boys and girls move in to attack immediately... splitting off to either side of Razor... srurounding him. "This ought to be pretty funny..." One of them says, even as they all charge him at once, swinging their bats and lead pipes in a downward arc for his head and shoulders.
The member of Alpha Team, meanwhile, are stopped soundly by Zach's psionic aggression... falling toward the groud and sprawling less than a moment after the burning energies touch their uniforms. "Numb..." One of them mumbles, as they all begin scrambling to their feet again. Those guns are all soon leveled at him again from either side... "I don't know what kind of weirdness this guy has going on... but we better deal with it first. ... Snake?" One of them looks over their shoulder towards the woman still standing behind them.
Sonia scoffs, "Fine, kill him."
Soon bullets would begin to ring out as the team opens fire open Zach and Sonia herself hurls a military knife... straight for his shoulder.

Guns. Zach's dealt with guns before. You can't feint with them; the bullets go where the barrels are pointing. Zach bobs and weaves, avoiding the bullets completely by being where they aren't going. It's more the ability to anticipate than to dodge, really.
"You can try," Zach calls out as he sweeps his right hand in a broad arc. Three planes of psychic energy slash into existence, the first knocking the knife away while the remaining two continue on course towards Sonia!

"I don't know about any of you here, but I don't dance on anybody's strings," Razor yells back at Vyle, his words more hurried than usual. He can see that he's far outnumbered, and while he's not about to back down, hopefully he can at least convince some of them to. "Especially not when some out-of-towners come to my city and try to stir shit up."
Razor may not have any idea who exactly is responsible, but he knows enough about the downtrodden in Metro City to recognize that a lot of the people involved in the recent rioting aren't from around here. There are just too many of them, and he's pretty sure that this sudden rage that's overtaken the streets wasn't there until it began.
It seems that Razor's words go unheeded, though, and the mob surges toward him. As one of them swings a bat at his head, he twists his body and attempts to deck the guy with a straight punch to the face. But as he's doing so, a pipe comes swinging into his side, catching him off-guard and causing his punch to go wild. The bat ends up clipping off his shoulder, and Razor backs away, his gaze becoming fierce as he faces his attackers. "Fine. You clowns want to play it that way? Come and get me."
The bullets fired upon the youthful psion all, apparently, miss despite Alpha Teams extensive marksmanship training. It is a wasteful effort which only succeeds in further destroying City Hall by blasting holes in the concrete walls and rupturing paintings hanging in the vicinity.
Further, he even manages to find an opening to attack the leader herself... an impressive feat to be sure. And one that's certain to piss her off thoroughly!
The military knife is senting darting into a nearby wall and then clattering to the ground shortly after and tumbling down the stairs. But those energy blasts keep right on going... and despite 'Snake's attempt to dodge at the last moment, most of them still hit. They are absorbed by her uniformed frame, but unlike Alpha Team she does not fall down. She does feel a bit off though... annd there is subtle glow the color of Zach's energy suffusing her aura for ther barest moment. "...Damn..." She curses under her breath, not familiar with whatever energy he's employing but its definitely not chi.
Alpha Team then begins to charge Zach practically all at the same time and try and force him back against the wall with a volley of strikes. 'Snake', meanwhile, charges straight down the staircase and attempts to plant a heavy boot in his sternum first opening she finds!
Directing traffic, Vyle keeps his pipe trained on Razor, narrowing his eyes at the brawler. "Who the hell are you to say this isn't our city too?!" he shouts, continuing to provoke the crowd with both word and gesture. And when his goons rush at his direction, the disguised luchador tries to work over the late arrival rioters too. "This bastard thinks we're fakes just because we're pissed, and we ain't takin' it anymore!!" he screams, stoking the fires louder and louder.
And when the Shadaloo agents manage to get in and do some damage, the 'boss' dives in himself, not afraid to take to the fray as well, leaping in above the crowd toward Razor. "RIOOOOOOOOOOOOOOOOOOOOOOOOOT!!" he screeches, pipe held overhead and swung down as he descends toward the Metro native.

Punches from one opponent are something Zach has plenty of experience dealing with. Punches from four different angles, and at nearly the same time? The boxer concentrates, trying to handle each punch as an individual thing. He ducks the first one, slips the second. This leaves the third one striking air solely by coincidence. Zach spins, allowing the fourth one to slide by harmlessly.
And while dodging four well-timed punches sure as hell seems cool, the psychic still fails. Snake's boot slams into his midsection with force, shoving Zach back several steps. "Right then," he wheezes, and steps towards Sonia. "Clearly the leader of this bunch," he says as he steps in close to Sonia. "Meaning you can answer the questions better than they can."
Zach drives a right straight, no lead-up, no tell. Just a fist, augmented by that ethereal Soul Power, directly at Sonia's head!
The plain-clothes Shadaloo gangers are circliig Razor now, striking out at him from different angles in an attempt to confuse him even as Vyle rushes in. Most of these are feints. They are telling coordinated, so they're definitely a close knit gang... or something else entirely. After Vyle makes his own strike toward Razor, nearly all of them tempt to force Razor to the ground with strikes of their own in oder to make him that much easier to pick apart.

The onslaught of bullets impacts Haggar's body as he steels his frame; the bullets seem to just thump into him, barely even piercing his skin before getting lodged within steel corded musculature. He needs no armor!! With a roar he rushes towards Decapre as she attacks, catching the edge of her blade with a hefty forearm that gets an angry red scratch. "You aren't a gang member... neither are they!! What is going on here?!" Of course, it might be difficult to answer, given he's sweeping out his massive arms to wrap around the assassin's midsection. Intent on then hurling himself into the air, impacting the ceiling a story and a half up in an explosion of plaster and a breaking chandelier before aiming to spin rapidly down and slam her upon the ground with explosive force!!

As various improvised implements of destruction are swung with surprising precision towards his person, Razor finds himself hard-pressed to handle himself against the horde. At first he's catching and deflecting attacks from the offenders, but then a lucky swing hits him behind the knee and drains him of all defensive momentum - leading to another gang member cracking him square in the jaw, causing his head to snap to the side. He staggers backward just as the battlecrying Vyle reaches him, the pipe coming down toward his face -
But at the last moment, Razor manages to knock it aside, the impact against his forearm thick and audible. At which point Razor takes a moment's pause to spit the blood gathering in his mouth right at Vyle.
"I didn't say you were a fake. I was just saying you're a tool," Razor says before swinging around and aiming a high axe kick at the luchadore.
To call that 'explosive' is to deny Haggar the truth. The men of her squad hit true, but true to Haggar's legend, the shots don't even slow him down. And actually.. in truth? At the most base level, Decapre is -indeed- a gang member. She's just a member of a very elite gang, so to speak.
The Doll grunts as she's grabbed by the man. Hugs. She -hates- hugs. And this is not a good one, as the squeeze he puts on her is painful all on its own. An almost-desperate thrashing frees her--partially--allowing her to take the impact in a somewhat-less-painful manner... and she has to thrash more to get free, rolling away to rise to her booted feet again.
"Mission: Termination... start." Okay, it's a bit belated. The men behind her ignore the other violence in the lobby with admirable efficiency; spread out already, they rush in, swinging their guns back, drawing shock-staves, snapping and hissing as the come in as a group, striking out high and low.
Decapre, for her part, slashes out with both clawed gauntlets, aiming for the middle--staying close. Fighting from a distance isn't her specialty at all.

Though Alpha Team does not manage to hit Zach, they serve their purposes very well... allowing 'Snake' to put her boot directly beneath Zach's ribcage as she'd intended. She then quickly backs off, expecting retaliation almost immediately. "You're pretty bright, boy..." The woman in military attire says, entirely sarcastically, "What tipped you off? Was it them deferring to me, or was it the fact that I am the only one with breasts...?" A dark chuckles washes over the paramlitary group behind Zach as they close in on him, whilst he busies himself wits the leader.
As that soul-powered punch is thrown, it is caught expertly in her head... though it stings quite a bit to be sure. The feeling of that energy didn't make her too comfortable either. "...I'll answer nothing." She says, at the paramilitary group readies to begin striking at Zach with the butt of their rifles. "But I will put you out of your misery."
And as soon as those rifle butts go flying, miss or no, Sonia would then attempt to raise her right foot off of the floor and plant it firmly in Zach's chin.

Haggar is not a slow man. He's simply a big man. An important distinction to those who might wish to take advantage of the monolithic mayor without the proper experience to back it up. He lunges forward, barrel rolling away from the pincher assault before raising up. Again he tenses, and the claws rake across his unbreakable pectorals with another angry red line. Before he then lunges forward, bringing up both of his forearms and swinging them downwards in a brutal arc, one aimed at Decapre's shoulder, the other right atop her head. "Termination...?! You are the one who's going to get terminated!!"

There is only one positive thought she has, as Haggar's beefy, brick-like hands smash into her, sending her flying into a pillar. It is this: Her assessment of Haggar's strength was correct. The impact is -tremendous-, cracking plaster all around her, her body seeming to hang there a moment before she falls--landing on hands and knees.
This is not a happy moment for her. Unhappiness becomes other emotions, as she rises back to her feet, her movements stiffer, as if there's some internal damage. That'll be fixed, a bit, but for now... now she's tapping into that rage. Beneath that mask, her teeth are bared, and that hazy red-purple energy flares around her, a visible aura.
The squad, disciplined as they are, immediately back off of Haggar--distance-wise, at least--as they draw their submachine guns again, firing to cover their leader. Every third round in their magazines are tracers--makes it look like laser bolts firing at Haggar from their rifles.

Landing after the leaping pipe shot, Vyle manages to keep hold of it despite it being knocked aside by a meaty forearm. The disguised Shadaloo fighter is made of much sterner stuff compared to those he leads currently, so it shouldn't be too much of a surprise. Good thing too, as the axe kick that razor tries to drop down on him is a meaty shot, stopped only by the providence of the lead pipe Vyle still holds on to.
Stalling the blow, Vyle growls and pushes forward toward Razor, still playing the part of the rabid rioter as he tries to swing the pipe into his face AND trip him to the ground, hopefully where the rest of his gang can pounce and descend up on him.
Of course, there's a glance back, seeing if he's managed to stoke the fires of the actual city denizens surrounding him and his instigators.

It's the woman right in front of him that Zach reacts to first. "Six of one, half a dozen of the other," Zach says glibly as he parries Sonia's boot with his right hand.
Zach makes a significant tactical error, facing one of the goons and lashing out with a quick punch that is something between a hook and an uppercut. The punch is off by enough to miss, allowing the combined melee attack to pummel Zach from multiple directions!
...And pounce they do, for the moment that Vyle unleashes his attack they leap at Razor and begin to stomp and kick at any part of him they can manage while still swinging those heavy lead weapons towards his frame. They aren't letting up, and they srue as hell aren't giving him even a moment's rest if they can help it.
Outside, the rioters are still waging their war on the police and civilians that remain on the streets. If anyone saw the attack on City Hall at all in that fury, it certainly didn't spurn them to ignore whatever they were doing before the attack started.
Sonia's heavy booted axe kick is stopped cold by Zach's arm, and immediately she retracts it even as the beatings are visited upon Zach for his tactical error.
The beatings won't stop there, however, for now that Alpha Team has him reeling one of them rushes in and attempts to give Jack an over the shoulder Judo toss... right down the stairs again. Whether it hits or not, Soa follow sthe attack up quickly with one of her own... moving toward him and throwing a hard downward kick toward one of his knees in an attempt to cripple his leg.

Zach goes for the ride, bouncing down the stairs fairly haphazardly. Cuts and scrapes and bruises are starting to pile up on the psion when Sonia tries to simply kneecap him. However, he landed right, almost (but definitely not) as if he had planned it.
He was on his feet when Sonia started to bring the kick down, lunging towards the Russian with a thunderous Soul Powered uppercut that slams towards the woman's jaw as the kick scores a strike against the boxer's leg. Zach hobbles on landing a bit, testing to make sure he can fight against the mother of a charlie horse he now has.
The bullets ring through the air, peppering Haggar once more; he covers his face and neck, but otherwise is victim to the tenacious BB's. But although he staggers backwards, he then roars in defiance, grasping a massive pillar nearly as thick around as he is. Ripping it from both ceiling and floor in one swift motion, he then spins it around a single time... before launching it in a bouncing dirge of horrific death, right towards Decapre and her unwitting group of assassins. "Who do you really work for!!" he bellows out, trying to ignore the bleeding from all his relentless bulleting!!

As Vyle swings the heavy metal object at him, Razor steels himself for the impact, turning a shoulder to take the brunt of the blow. When the trip comes, Razor uses the push to hit the ground in a roll, still impacting hard on his back, but bowling through one of the gang members in the process and creating a hole in the line. He ends up in a crouch as the first Shadaloo member comes to try and capitalize, only to have Razor come up with a sudden uppercut that catches the ganger in the jaw and sends him toppling backwards toward his compatriots.
"You sons of bitches," Razor pants as he wipes the blood away from his mouth and backs up toward the stairs, trying to keep himself interposed between the gang and City Hall. "You think that this will prove anything? You think this will make things better?"
Decapre stands her ground--in fact, she kicks up and out, deflecting the pillar... away from herself. That impact is -still- tremendous but it's a lot better than taking the pillar to the face. Still, she can feel the bones in her thigh greenstick. Not good.
Unfortunately, that pillar then scythes through the group--and two of them are now down. Dead? Possibly. No, wait... one rises. But clearly he's injured. They are surprisingly professional--in the comic books, the movies, the bad guys always panic. But these elite soldiers, even out of their depth, remain focused and disciplined. They raise their submachineguns again--moving and spreading out as they add not only bullets but bombs to the mix, throwing grenades one-handed, fused with contact fuses--blanketing Haggar's position in flame and explosion and bullets.
Behind that comes Decapre, screaming--in focused anger, the sound issuing through her mask in a flat, vocodered sound. As she drives forward, halfway there her claws rip the air--and a slashing rip of that red energy lashes out at Haggar--and then she's on him, slashing with red-tinged, red-hazed claws, intent on flaying his skin and muscle from those bones...

Sonia is struck, HARD, by Zach's soul-powered uppercut and her head rocks back violently. Suddenly she feels her head not only swimming but throbbing with sharp pain. Backing away from Zach, staggering more like, clutching her helmeted head... she finds it very difficult to regain her focus. The pain and confusion is lingering a lot more than it usually would... likely the effects of the Psycho Power on her mind. "Nngh... what kind of power do you have...?"
Alpha Team, meanwhile, is still aggressing on Zach even while their leader takes some time to recoup. Thse rifles are pointed at Zach again and, pretty soon, the firing resumes now that Sonia isn't in the way... the group trying to either turn the boy to swiss cheese or at least drive him back down the stairs and away from them.
The gangers, meanwhile, are getting scattered and broken up by a rampaging Razor... forcing them to gather themselves off of the floor and reform their little group before resuming their attack. This gives Razor a moment or so to breathe perhaps...

Well, that didn't turn out as well as Vyle hoped. He was able to trip Razor over with his 'blind rage', but he managed to roll out of it AND plow a hole through the line of goons, as if using his combined attack as fuel to start putting a hurting on his men. Growling, the 'bald' mob leader tosses his pipe away. Time to get really serious.
"WHAT THE HELL DO YOU KNOW?!" he shouts, diving after Razor again. This time, however, he doesn't have a pipe in hand. He's just trying to bowl the vigilante over with his weight, legs spread in an attempted 'Lou Thesz Press'. A little technical for a supposed man of the streets, but hey, if it keeps the beefy man still for his gang to get his licks in, why not?
"Soul Power," Zach answers honestly. She'l either buy into it or she won't. It's not Zach's lookout either way. Those guys lining up to play firing squad, though, are another matter entirely. Zach surges forward, blasting by them to get at Sonia.
He gets in close, driving a crushing left body blow aimed at Sonia's liver, aiming to drive the wind out of her. He needs to slow he down so that he can start to get some of his own wind back. The thugs are proving to be not as much of a threat as the leader. Go figure.
Haggar is in full rampage mode. He is all but hulking out; beating on his chest with massive fists, the full fury and rage of the Fighting Mayor has been summoned. He had never been truly incited to his berserker state thus far in the entire Metro attack, trying to remember he is a leader first... but the audacity of attacking City Hall, of killing his innocent and hard-working police force, is too much! The area Haggar is in erupts with explosions and bullets, but he hurtles out unscathed, lunging through the air towards Decapre!!
The projectile impacts his forearms with explosive force, blood spraying into the air, but he simply spreads his arms and legs wide...
And tries to land directly atop Decapre, with a huge shake throughout the entire building that those nearby might mistake for another explosion. Which they would not be entirely wrong about... given Haggar would have created a perfect body-shaped indent in the ground, possibly with Decapre stuck beneath!!

As Zach surges in toward her, Sonia manages enough clarity to leap up into the air as he throws that fist toward her midsection... the fist sailing beneath her. It then makes contact with her back solidly, her bullet-proof vest taking the brunt of it, as she wraps her legs tightly around Zach's neck like a restricting snake and whips her body downward... dragging him head over feet through the air in a classic Frankensteiner. ... And slamming him down on his back, still mounting his face practically. "...I see." comes the response to his informing her of the name of his strange power, before he'd find she's launching a downward punch straight for his throat.
*SLAM!!!!* There's no chance, none at all. Decapre had pushed herself to the limit to make that assault on the Mayor. That he survived it is nothing short of a testament to the power, strength... and courage in his body. The impact is tremendous... but when Haggar leaves that place that now indented in his form, Decapre is still moving. Feebly? Sort of. She is utterly still for a moment, and then she lurches, exploding out of the depression in the flooring, powdered tile and concrete spraying and seeping off her. It's obvious she's in no shape to continue the fight--and she doesn't even try.
But even more paramount to the success of her mission is to avoid capture. To that end? She has absolutely -no- problem abandoning her team, as she summons up a burst of speed--not to attack, but to retreat. Her men know the score...
And as they prepare to make their last stand against Haggar, they have fatalistic expression on their faces, as they drop their guns--no time to reload--and draw foot-long survival knives. As one, the three remaining squaddies charge Haggar, yelling, stabbing with their knives...

Razor raises his hands to defend himself as Vyle comes flying at him, the impact causing him to stagger back, but not quite taking him down. The relenting of the assault from the Shadaloo goons gives the Metro City fighter a moment to gather himself as he starts backing toward the city stairs, taking time to catch his breath.
"I know that there are people getting hurt all over this city who haven't done anything to deserve it. I know that there are kids crying in the streets because they can't find their parents," Razor growls as he glares at Vyle. "I know that there are people, poor people just like any of us, losing what little they have because rats like you are taking whatever isn't nailed down. Now if you wanna come over here and ask me what I know again -"
And then there is a rumbling from the building, perhaps another explosion. Razor cuts himself short with a glance back toward the building. "Shit."

Zach lets out a grunt of surprise as he gets taken down by the agile woman. His vision starting to blur and darken, but he sees Sonia coming in quickly, and rolls aside to avoid the throat punch.
The psychic scrambles to his feet, getting his back to a wall in order to keep everybody where he can see them. Zach takes long, calming breaths while he funnels his energies towards patching himself up a bit.
Hopefully it will be enough.
Haggar looks no less surprised that Decapre is able to continue moving after his once ring destroying Haggar Press. He put his all into it! Every ounce of his muscle! Preparing himself for another attack, he's instead surprised when the assassin rushes off in the opposite direction, far too quick for him to chase. "Hey... COME BACK HERE!! ANSWER ME!!" But then he's distracted by the remnants of the assassin squad. Roaring, he lurches forward and catches one of them, two stabbing his sides but failing to pierce thick muscles. Then he begins spinning him around, slamming into two of the others and sending them flying!! Nobody assassinates the FIGHTING MAYOR!!
The Squad is doing what they're ordered--covering Decapre's escape. As Haggar manhandles them, another is knocked unconscious, and the last remaining one... has no wish to live. Because he knows--he *knows*--that even if he's jailed... even if manages to escape... Shadaloo will write him off as a lost asset. And they can't allow lost assets to live.
So he.. simply pulls all the pins on his remaining grenades. Maybe it'll be enough to do the job on Haggar. For sure, it'll do it to him. It's the unconscious ones' misfortune that they can't commit this suicide... they'll have to have the 'pleasure' of a much more terrible death.
Likely, it will come at the hands of Decapre herself, once she's back in operational condition.

Whatever Razor says, trying to get through to him and the crowd...well, there's nothing getting through. At least not through the core of them. Of course, being plants, it should be obvious WHY....but it's rather apparent that all of Razor's speechifying isn't getting through to the leader. Even if he was borne back by being unable to take Razor of his feet (and causing Vyle to land on his own ass instead as the press fails), all of Razor's attempts to be the voice of sanity just means one thing to the Shadaloo Agents:
An opening.
And that's precisely what Vyle takes it as, hopefully before he actually gets through to the actual citizens around them. Reaching down to pick up a piece of the shattered statues strewn about the lobby, he hefts it up, trying to shoulder it before heaving it toward Razor, hoping to force him into a horrible tumble down those stairs leading up to City Hall.
At least...that's the idea, if not for those explosions from the floors above throwing off his aim. It still flies toward Razor, but the stumble the surprised 'mob leader' takes obviously affects its flight.
A suicide attack?! Haggar immediately drops the remaining man, stepping backwards and throwing up his arms just before the explosion rushes over him, causing a howl of surprised pain. But then he emerges from the smoke, still upright although given all the bullet holes and stab wounds, he probably looks a good deal worse then he is. A meathand grasps the unconscious member of the squad, before he throws himself over his shoulder. There is still the sound of battle. Zach he knows can take care of himself, so he rushes out towards the front of the building instead. "You!" he calls out to a nearby police officer, before tossing the unconscious Shadaloo at him. "Stripsearch him, every inch, then lock him in a cell. Let nobody near him until I can interrogate!!"

A moment later, the walkie-talkies hiss once more on Razor and Zach. "Th,this is Haggar!! Does anyone need support?!"
The Shadaloo grunts who are assisting Vyle have, in the meantime, regathered themselves and reorganized and are now psitioning themselves around Razor once more. What better way to start off the renewed offense right than for one of them to attempt to trip him and for another to lunge out at him with a knife? That is exactly what follows, as one of them thrusts a booted foot out in an attempt to kick Razor's legs out, and another drops their lead pipe and produces a switch blade... thrusting it any taret it an manage to find.
Sonia, meanwhile, is immediately rising off of the ground again the moment Zach rolls out from beneath her punch. She isn't certain of what he's attempting to do at first... but as his wounds begin to slowly patch up again it dawns on her. ... And she scowls beneath that alien mask... "Struggling to survive are you? Here let me put you of your misery...!" She then charges the wall Zach has moved too rest against... a burst of smoky chi erupting around her fist.
The moment Sonia begins to unleash that chi attack, Alpha Squad begins attempting to make their way down the stairs to resume with their original objective.
...And 'Snake' then thrust her fist upwards... targeting Zach's chin as she rises up off the ground into an uppercut... a pillar of smoke grey chi suddenly erupting fromt the staircase beneath her as well... "GUARDIAN MERCY!" If Zach amanges to avoid this attack, it may wellblow out the entire back of the wall behind him. If not, well... it's going to hurt!

Zach reaches for the walking, keeping his eyes locked on Sonia. "Goon squad..." Zach rasps into it before rattling off an address. He gets no chance to avoid the blast Sonia sends at him, staggering back through the wall as it gives way. The chi blast burns away parts of his shirt and jeans, searing his skin. He lets out a short scream.
But through all of that, Zach still stands for a moment. He wobbles, locking his eyes on Sonia as he holds out his right hand. A small sphere of condensed Soul Power spins in the open palm, its rotation getting faster and faster as Zach staggers towards the woman. "Take... more than you..." Zach gasps as he chambers a right straight. "To make that... happen." The energy presses against the palm, spinning and wrapping around the hand even as it clenches into a fist. Zach steps in, driving a jackhammer of a punch, augmented by that spiralling Soul Power, directly at the center of Sonia's chest.
Her cleavage presents an excellent target window.

As his words apparently fall on deaf ears, Razor's face darkens. Are these people even human? Are they on drugs? There's not even a moment of consideration on the faces of the attackers. Razor almost looks like he's just letting them come for him when the kick and the knife come at him. But when the boot hits, it's like hitting a brick wall - it may bruise, but Razor doesn't budge. The knife grazes his stomach, drawing blood and gashing the muscle shirt he's wearing, but Razor pays no attention. He's focused on the man about to throw the hunk of statue at him. Barreling past the gang members on either side of him, fuelled purely by adrenaline, he draws back his fist, aiming to throw an enormous haymaker at Vyle - but not fast enough, as the improvised weapon smashes into him mid-charge, bringing him stumbling to his knees at the foot of the stair.
He hears the walkie talkie at his belt crackling and pulls it out, speaking into it. "Razor. Everything's fine. Help Zach." Things aren't actually going that well, especially giving his opponent an opening, but Razor isn't the kind to ask for help, especially while he can still fight.
"Zach? Zach?!" is asked into the walkie-talkie, before Haggar curses. Last he heard, he was going to head up and check the explosion. He then can hear footsteps moving along outside, combat boots that aren't affiliated with his City Hall's soft sole only policy. And then he rushes forward, the thunderous sound of his steps building up to a crescendo. Before he literally explodes from the nearly foot thick wall right in the midst of Alpha Team, beginning to spin immediately with a loud roar. "WHERE IS ZACH GLEN?!" If they are sent flying in all directions, it might be difficult to answer!
'Snake' touches back down on the ground again, shortly after throwing that chi-infused uppercut, and is unpleasantly surprised to find that Zach is hurt badly but still standing. Another scowl winds its way into her features again beneath that alien gas mask, as she backs away from her oncoming psionic assailant. "...Annoying little pest..." Her body is aching already because of that nasty power of his, and though she isn't about to say it... she seriously doubts she can weather whatever the hell that attack is that he's charging.
She backs up one step, then another, and despite this Zach still manages to close the distance between them to throw that powerful punch. It's all she can do to manage to move quick enough to block it, clasping his punching hand tightly in her own clenched fist as the force of the blow drives it back toward her vest. She can feel her bones and muscles SCREAMING as that fist makes contact... her forearm even threatening to fracture
But block it she does, before it ever finds its way into her chest. "Nnngh... you talk the good talk boy..." She then releases her fist, shaking her left hand gingerly... "But it is after all, just talk."

Zach grins weakly, his eyes blurry. "Oh, you got... bigger problems than me sugartits," he say weakly. "'bout three hundred an' ten pounds of problems."
Sonia lets go of his fist, and as if that were the only thing holding him up, Zach slumps to the floor, unconscious.
Well...not human. But not on drugs either, unless you count Shadaloo as a drug. Perhaps just as dangerous, but either way, the leader of the group doesn't seem ready to give up the ghost...but those explosions above gave them enough pause...and Vyle himself, who ended up with his balance faltering after his chuck almost went askew due to the shockwaves above, ends up staring up to the shaking ceiling above him, before shouting, "SCATTER!" Setting the example, the disguised wrestler starts to run off in a seemingly random direction, getting the hell out of dodge before anything collapses on THEM. Hopefully, his goons will get the idea to get while the getting is good as well.
The citizens joining their little riot? Well...they should get the message as well, but if not, it's not VYLE'S responsibility.
And if anyone really wanted to investigate the area after the mob dispersed, they'd fine the all-denim get up the leader of the mob had been wearing, mostly burnt in the extinguished fire of an old oil drum, as well as traces of some kind of...smoldering plastic? Odd, that....
...Alpha Team has, meanwhile, nearly made it's way down the stairs when Haggar BURSTS THROUGH THE DAMN WALL and sends concrete flying everywhere. Suddenly, the ordinarily organized group begins to scatter randomly and a pair of them get flung into the wall and staircase while the other two train their guns on Haggar's whirling mass. Being as huge as the Fighting Mayor is he makes for an excellent target. "Open fire!" One of them cries and bullets are flying out of those assault rifles they're carrying directly toward Haggar in less than an instant.
The Shadaloo goons who were still menacing Razor, stop and turn in surprise aas their leader just up and decides to dart for the door. "H-hey...! Wait... bosssss!! ... The chin won't like that! BOSSSS!" They all cry, suddenly screaming for the door after Vyle suddenly, whilst shouting something about a chin? How odd...

Being huge is an asset. It allows you to hulk through walls, and also to wade into bullets without a care in the world. Charging onwards into the spray of lead, forearms interposed before it to absorb the brunt of the assault, the shirtless "Macho" Haggar then lunges out suddenly, aiming to grip the nearest member of Alpha Team. Before hurling himself straight up, and exploding clear through the ceiling, leaving a massive hole. And then he crashes down through the ceiling AGAIN, this time aiming to land explosively right atop the assembled squad, with a preference for sending them all flying. "...What? The chin?" he suddenly wonders in the midst of his rampage.

Razor's ready for another kick, another stomp, something, as he lowers his walkie-talkie. But then, suddenly the thugs are turning tail and running. Razor pushes himself up to his feet, feeling the cut on his side with one hand. Boss? Chin? That doesn't mean much to Razor, other than maybe the Chinese are the ones responsible for taking over Metro. He's about to pursue them when he thinks better, realising that there are still people inside City Hall who could get hurt.
"Haggar. The guys outside are scattering. Something about a guy named Chin. I'm coming in."
With that he shoves the walkie talkie in his pocket and rushes up the stairs and into the building, looking around quickly as he tries to locate Zach. "Hey, Zach, where are you?"
There is no answer from Zach. There is, however, a goodly amount of property damage at the address he gave over the radio earlier. Troubling.

Alpha Team is, understandably, wary as Haggar hulks forward in an attempt to seize one of them... and the ones he's stalking toward visibly retreat. But... it just isn't fast enough. Less than a moment latter Haggar is bursting through the roof with the now screaming member of Alpa Team as the others watch on in awe and horror.
...Then Haggaar, comes CRASHING BACK DOWN like a meteor and smashing the Alpha Team member directly into the marble floor headfirst. The others fare far better, however, being able to pick themselves up off of the ground. If only for the moment.
Gathering up their courage, despite seeing one of their own men downed in a single blow... What's left of them charge at Haggar as soon as he drops their unconscious member, and attempt to push their boots into that mountain of a body of his.
Sonia, meanwhile, is still catching her breath... leaning against a remaining segment of that nearly completely blown out wall when Razor comes running up the stairs. As she hears him approach, she pushes herself off of the wall reluctantly and starts down the stairs again... slowly. "You'd best leave... if you know what's good for you. I still have work to do."

A few ragtag individuals isn't enough to bypass the steel armor of Haggar's explosive flexing. He then knocks them away before lunging forward, and attempting to grapple them. ALL OF THEM. A massive bearhug from the towering Mayor, before he would then move to do a reverse suplex, and impact the entire heap of them with the ground behind him, hopefully with explosive results. Someone took Zach down... it wasn't these men, that much he knows!!

Razor skids to a halt when he sees that there's someone standing in the stairwell where Zach was last reported to be. When she threatens him, telling him that he'd best leave and has work left, it's easy to put two and two together. Is Zach still alive? Razor can't see from here, but either way, he has plans for vengeance.
"You're not from here," he breathes, before his feet pound back into action. "And you're not leaving on my watch!" With that said he hurls himself at Sonia, attempting to spear-tackle her, likely resulting in both of them tumbling down the stairs if he succeeds. And if he does manage to take her for that tumble, he'll be throwing punches at the Russian agent on the way down.

...Sonia, for all her bark, does not possess the strength left after dealing with Zach's Soul-Powered onslaught to even remote make good on her threat to Razor. This much becomes apparent as Razor spears her... while coming up the stairs... and somehow spears he down the stairs again... beating her all the way down with his fists.
Out of energy, and apparently out of luck... the russian woman pushes herself to her feet again despite a battered and broken body. "...D-Damn..." A groan is emitted from her, followed by a curse word, before she contemplates her next action. ... A step back away from Razor is taken, the heel of her boot /just/ going off the edge of the busted open wall. Then the breeze from outside is heard, along with the shouting and fighting still going on below, and she turns her head to look over her right shoulder... down at the chaos below. "...I guess you won't get to make good on that promise..." She replies to him belatedly, about him not letting her escape. "...Be seeing you." ... And then she promptly allows herself to fall out of building, back first.

Haggar discarded the shattered men and began running up the stairs once more. When he reaches the second floor hallway, a brief journey takes him to Zach's prone form. He crouches down, slapping his face back and forth rather overly hard. "Are you alive?!" *SLAP SLAP SLAP* After confirming such, he resigns himself to defeating his assaultor. Razor would have a moment to glance up at the rumbling approach of Haggar. But there's only a sheer ferocity present on his features, as he spreads his arms wide and lunges at him. Razor will probably have a moment to realize his choice of dress was probably not very appropriate when gangs are attacking City Hall.
He attempts to tackle Razor around the midsection, probably to a lot of very, very painful things to him... It's probably a good idea to try to get through to him before he is piledrived into oblivion!
COMBATSYS: Razor Toughs Out Haggar's Final Haggar Buster!

And then, Razor is forced to endure a bit of pain. With him dutifully gripped, Haggar then suplexes down the stairs with Razor in tow, slamming him into the ground a few times until they reach the first floor. Afterwards, he hurls him straight up with all his might; Razor would explode back up into the hallway, before slamming into the ceiling yet again, not quite enough force to pass through to the ruined third. Before Haggar's bulk lunges upwards, catching him in midair before spiraling like a top back down... nearly two stories, only for Razor to explosively crator into the ground once more!! Although he might have endured the assault better then most--!!
Razor had forgotten that during his encounters with Haggar, he had been wearing his jacket the entire time. And to be fair, he does look fairly different without the loose clothing covering up most of his physique.
It takes Razor about two seconds too long to make this connection in his mind.
All that Razor can do is brace for the rampage as he's suplexed down the stairs, hitting their surface hard time and again. His body shudders as he's thrown upwards two stories into the ceiling, then he's carried back down to the ground.
It is almost certainly the second most painful sequence of events Razor has undergone.
And yet, somehow, when the drywall dust clears, Razor is able to slowly pick himself up to his feet, eyes squinting a bit. He turns to look for the freight train that just hit him. And for a moment, as he locks eyes with his assailant, there is a glint of vengeance.
But after the moment passes, Razor gives a slight grunt. "Hey Haggar. How's Zach doing?"
And then, without another word, Razor turns and starts down the hall, limping a bit as he looks for their companion, but somehow still alive.

"...!!" Haggar is amazed in two ways. First, that Razor managed to survive the brutal onslaught that has felled many a fighter in his day. And second, that he seems to be entirely okay with the misunderstanding. "Razor--I--" He pushes back to his feet, seeming entirely apologetic. Were Razor to attack him, he'd understand. But to not... shows the Fighting Mayor the true depths of his soul in this city. "They are routed. You have done well...!! But this is not the time to idle!!" Haggar then bursts out of the hallway into the main area of the City Hall, and then strides all the way to the front porch, looking over the destruction and the fleeing gangs. "MY PEOPLE. NOW IS NOT THE TIME TO LICK OUR WOUNDS. NOW IS THE TIME... TO COUNTER-ATTACK!!" Many of those present cheer, already biting at the bit after the ambushing explosion. Haggar still has many questions, but what's most important right now is breaking the back of the assembled gangs before they can recover -- EVER AGAIN.
