Metro Status 1/2 -- Wed Aug 17 2005 -- Rolento

These are the latest events of note while within Metro City as of 8/17. I will hopefully update it every 3 days or so. Yes, it's spammy! BURN IN HECK!:
-Rolento's control of the city has increased. Tanks are set up at choke points downtown, with fully armed Shank Squads. There are four ways into and out of the city by vehicle, the rest have been barricaded off. These are watched perpetually by a helicopter, two tanks, and established machineguns. Stinger missiles capable of taking down military aircraft have kept flyovers and other air maneuvers to almost nil.
Similarly there are constant patrols by Mad Gear thuds, ran by a single Shank Squad member. They will not cause trouble unless someone gives them a reason to, but might report suspicious public activity.
-The quarter of the city where the Police have settled themselves is now under siege. The majority of the military installation has been moved to the routes into this section. Air control over this sector is still under the police, but air routes into it from outside the city are covered by Stinger missiles and thusly preventing people from flying in/out of this corner.
Rolento has begun allowing civilians to pass through a checkpoint and be admitted back into the city. A trickle has started doing so, but a very insignificant majority that are mainly trying to return to families. Within this section is the prison and the police headquarters, where radio contact is done. All pocket police resistance are gone; They have either made it to their corner or been captured/destroyed.
-A force is beginning to form of rogue gangs and minor fighters, currently taking refuge within the subway system. They have yet to make any overt action, but are known about.
-Haggar's City Hall is under constant siege. The building still lacks anything from water to gas to electricity.
-Sewers are being better patrolled, and early warning systems established. Attacking/being spotted by a sewer patrol will not be any more difficult, but it's impossible for it not to be known about. There's a good three times the number there was before at all hours, making navigation through it difficult unknown. So far, that's the only action taken.
-Debri and broken vehicles, as well as building and street damage, are being fixed by a contracted union outside Metro City. This organization appears to have it's headquarters within Southtown. All main services like electricity and water are functioning within areas Rolento controls, and stores have been restocked from other contracted areas.

Metro Status 2/2 -- Wed Aug 17 2005 -- Rolento

-Crime is very low. People who are even thought to be breaking the law are detained and interrogated. There is no trial, and many people who have tried to take advantage of 'lawlessness' have permanently vanished. Fighters who are caught are evicted from the city.
-Propaganda machines perpetually telling people to 'be calm' all mysteriously went offline and have not been replaced.
-The 8-helicopter attack squad with Rolento and Mr. Big has a response time of no more then 15 minutes after being radioed. Cody attacked a group of Shank Squad members, and Rolento descended on him immediately afterwards. He then got beaten and caught. Many normal people and fighters are thusly very wary of any long-term shows of force, even in small groups.
Metro Opinion: Rolento is making things work again, although people are having noticeable trouble adjusting to the obvious military presence. The information blackout is mostly unknown. Panic is fading, and people are are wondering what to do next. Most are waiting for opportunity to leave the city, and are thus getting Metro City cards for that reason. There has thus far been no overt immigration into Metro City, but some people have entered from the checkpoints of 'shady character'. The most apparent 'good' factor with Rolento has been the lack of chaos or civilian death after such a violent takeover. With a 1 hating Rolento and a 10 accepting him, things are hovering at 3 from a low 2 before. His propaganda has thusly increased his standing.
If anyone wants to investigate/know further about any detail, @mail me. Don't page me, I'm stupid and I will forget. Some of these events people have expressed interest in beginning, notably HeavyD and a resistance group of sorts, and some have resulted from IC action, like Terry Buster Wolfing people in the sewers. They are mainly things to keep in mind/would be known ICly.
If people wish to do something, similarly @mail me and I'll work with thy and make it into a merry event and keep track of it's progress. It doesn't need to be RPed out on my end unless it's an attack of sorts; Delivering food to people in the sector or creating safehouses for resistance, for example, I'd just need to know about and OK, so dropping me a line via @mail of intent and then RPing it of your own accord 9 out of 10 times will be okay. Even beating up groups of NPC Shankers is okay as long as you make SURE to @mail me what happened ICly, since that might involve retribution.
If I wanted to, say, attack a safehouse or a line delivering food started by a player, then I'd ask you to do a scene with me. Other then that, consider it a backdrop as opposed to an immutable event. Have fun with it!

Metro + Fighters -- Thu Aug 18 2005 -- Rolento

An important thing to note is that at the moment, Rolento has banned all Street Fighting. Any fighters who are caught brawling or showing chi will be evicted from Metro City. Similarly, any famous fighters (You should know if you are famous) will be radioed into El Gado, who will arrange Special Forces plainsuit Shank Squad people to track them. This will usually end in them being confronted by Rolento.

So if you walk around plainly in Metro City after sneaking in, or just live there and are a known fighter, let me know. It will end in hijinx. =D

Metro City Update 8/22 -- Mon Aug 22 2005 -- Rolento

These are the current events in Metro City as of 8/22.
-The barricade around City Hall was almost breached by a team of people. However, all were beaten back. Rolento managed to reinforce the barricade and establish order an hour later, and now has his main headquarters stationed within a stone's throw. Haggar and friends were not seen at the encounter.
-A cargo plane landed in Metro City bridge, then left. Some people say they saw someone throw two people off the bridge.
-The Metro ID card is slowly getting more users. People are beginning to enter and leave the city through four checkpoints with some amount of speed. Most are leaving, however, at a large ratio. Some people still are trickling in.
-All heavy artillery from the captured Military site has been moved to the quarter occupied by the police resistance. It is almost a wall of tanks and armored vehicles. An attack is imminent. The prison remains the most likely target.
-City Hall is still in complete service blackout.
-Patrols have been cut in half. 8 Mad Gear and 1 Shank Squadder are now seen, instead of double that. They are still fully armed. Mad Gear people on patrol now have police uniforms.
-Union labor has cleaned out all the streets, and fixed traffic lights. Cars are allowed to operate again, but only with a Metro ID card. Service is fully re-established to the 75% Rolento controls. Prices have not inflated, despite shelves being restocked. It is thought Rolento is somehow absorbing this massive gap with an unknown monetary source.
-The 8-squad attack helicopter is now stationed near City Hall. Rolento and Mr. Big are still positioned to react to any interferance.
-The insurgance of fighters in the subways have not yet made a move, but rumors say local gangs have joined them.
-Sewer patrols are tripled. Generators and spotlights are in all major downtown areas. Steel grills and massive blocks of concrete are being placed all over. Downtown will be almost effectively impossible to navigate to or from by sewers at this point without being seen. This network is expected to spread to all of the sewers within a few weeks, removing a prime manner of the resistance's assault capabilities.
Civilian Opinion: A quiet week became very violent on Sunday, but people are beginning to notice the cosmetic changes. Harsh military and old thugs now have uniforms. Traffic is moving. The only noticeable inconvenience appears to be checkpoints and the Metro ID card. Many people are reserved about their American citizenship however, and many are migrating out. However, those with a lot established in Metro City such as business or homes that they have difficulty moving seem inclined to wait it out. Support for Rolento is almost nil, but people are no longer panicing and are gingerly beginning to move about the streets and live their normal lives again. Roughly 10% of jobs have started once more, and a large chunk are employed by Rolento for new government processes -- another 15%, estimated.
Civilian Rating: 4 out of 10. Up another point. At this rate he might get away with it in a couple months.

Concealing and You -- Mon Aug 22 2005 -- Rolento

Unless you are the size of Haggar, or an exceptionally known man like Ryu, you can walk around Metro freely in common dress. The only people who MIGHT recognize fighters are the Shank Squad lead random patrols. However, if you go near any area 3 suspiciously or even sneeze at an area 4, they will check for Metro ID and call in. If they call in and you signed in at one of the 4 booths leading in, and don't have a card, they will push you to go get one.

To get a card requires this: An american driver's liscense with picture + Proof of residency, or residency of kin you live with. Many alternatives to a driver's liscense, so just talk to me if you plan on trying to get one and are EVIL. I can OK getting it OOCly, or you might need a scene.

So just keep that at mind, and viva la resistance!!

Events for 8/27 + 8/28 -- Thu Aug 25 2005 -- Rolento

Sorry that the TP has stagnated somewhat, but the Haggarfriends decided not to be on this weekend and thusly set me back in my little game of charades. This weekend, however, will be 'Random Hero' weekend! Likely specializing in Sakura's little force!

Here's when I plan to do it: 6:00 PM EST on Saturday, giving plenty of time for people to get SNF done I'd wager except for the massive ones. I'll improv something suitably interesting depending on the party I have.

And Sunday, I hope to run something at 3:00 EST that will have a direct impact on the events that will hopefully take place next weekend. Most likely canidate is a new delivery of support vehicles via ship.

BTW: I've almost gotten no @Mail about people wanting to do things. Come on, people! I won't defeat myself! ... Well, I probably will. Here is a list of objectives, in case people lack ideas.

--Nullify the nuke: This will allow America to invade Metro City with armed forces, or at least begin to.
--Release captive Police: This will nullify the hostage aspect if the nuke is nullified, and can reinforce the quarter held at the moment.
--Destroy the 8 attack choppers: This will nullify Rolento's ability to get anywhere in the city within 15 minutes and allow more overt force.
--Create a Fly zone: Destroying all the Stinger-users in a critical area would allow pinpoint airstrikes during that window that could destroy all of Rolento's fortifications.

ALL of these are presently operating at 100%. Rolento has no weaknesses yet. Given he's a brutal man who has no qualms about public murder to cow heroic efforts, people are going to need to make them.

--Lead the rebel fighters/gangs: They've formed, but they aren't doing anything. They'd be the best force for one of the above missions.

How to go about doing these: @mail me with what you'd ICly want to do within an IC day. An example would be scouting the guard of the police captives, or trying to locate Stinger locations, or trying to pinpoint where the helicopters are. If something requires a scene, I'll set it up hopefully during a weekday, or a weekend. If it does not, I'll give you the IC results and you can @mail me again. Yadda yadda. The hopeful end result is a scene with high impact on the TP with minimal slowdown scenes that have no real purpose.

Metro City Update 8/29 -- Sun Aug 28 2005 -- Rolento
------------------------------------------------------------------------------
-Three blocks of Metro City, the makeshift prison that Rolento used, exploded abruptly Sunday. The cause from eyewitness accounts seems to have been three seperate detonations. People claimed to have seen Shank Squad vehicles retreating just before it happened. Multiple casualties are associated with it.
-On Saturday, the same prison compound was attacked, and many high-ranking police and military forces Rolento held escaped into sewers.
-A fourth of Rolento's army was shuffled to defend the prison, but made a tactical retreat. It has been redistributed, and overall the city remains in the same blanket as before.
-Already, rubble is being cleared from the blast site. It should be at the very least cleared within a week. What will replace it has not been said.
-The escaped police managed to enter the quarter-zone still under government control. They have managed to clear out the surrounding area. Careful flights by helicopter are now possible within this quarter. It is a temporary opening, but Rolento appears to be having difficulty in closing it up again.
-It seems heavy artillery is preparing to attack the Police quarter a final time. The location of Cody has not been found; he seemed to have not been within the 5-building prison.
-Ships have begun to land on the harbor. Inspections appear minimal. Flight over Metro City is still forbidden.
-The 'rebel' insurgance was delivered a vicious blow during their assault, but most managed to escape back into the subway. They are likely licking their wounds, having managed to get little but shot and burned for their sacrifice.
-Stinger locations have been reshuffled. Other then that, no additional security for them is present. It seems to be a minor concern.
-City Hall is still in blackout. No word from them since the failed attempt to breach the perimeter.
Overall, the city was beginning to settle down, but the movement of vehicles and explosions caused people to lose what little nerve they had. People are again hesitant to leave homes, but there's been a steady increase in normal life. People risk driving to get supplies. People with Metro City Cards are given monthly checks to buy things during the transition period. Many people were hired for this process. Other city processes are beginning to be done, including the formation of divisions. Public elections are expected within a month. If not for the hiccup, Rolento had very good propaganda lately. It was more or less even.
Civilian Rating: 4 out of 10. The good evened out the bad.

Metro City Update 9/5 -- Mon Sep 5 2005 -- Rolento
------------------------------------------------------------------------------
These are the latest goings on as of 9/5!
-Rolento's attack on the police district failed horribly. The Police and Rebels now have RPG's and Stingers, and are capable of repelling any vehicle attack except for tanks. Which are easily dealt with by the heroes themselves, so without the superior firepower Rolento is hard-pressed. His army is still much better trained in this sort of thing, but the pressure is definitely making a difference. The police section has spread from a fourth the city to a third, and the perimeter is now much more open for people coming and going.
-Due to troop needs, Rolento withdrew many from the sewers, which are now fairly easy to navigate.
-Patrols have shifted. Now only Mad Gear wanders around, and they are getting into trouble already without a Shank Squad there to sic Rolento on them if they mess up. Graffiti and harassing are beginning to spread around.
-Four of the Hind helicopters are down. The other four are operational, but no longer rapidly respond to insurgent assaults given the Stinger presence.
-Overall, Rolento appears to have lost half his tanks and a third his other vehicles thus far. He has not as of yet been reinforced by shipments over the seas, but it's doubtless such is going to happen.
-Forces are being mustered as best they can, creating instead pockets rather then a blanket which are capable of fighting the rebels and insurgents head-on. These areas are closed to civilian traffic, and the intervening areas are generally stuck with traffic. Still, wandering on the streets is also possible with minimal disguises.
-Checkpoints have had vehicle backup cut in half. Other then that, they are still working fine, but with almost everyone leaving.
Civilian Opinion: This fiasco has hurt Rolento's public opinion a good amount. Only two weeks ago he was well on the way to good feelings. As of now, with the horrendous assault and chaotic aftermath, people realize that it is still a warground and do not wish to be part of it. Many have left, but those who do somewhat important jobs -- doctors and the like -- are not allowed to leave and forced back. This is a new occurance, and is causing many people to stir. The pockets of army are similarly a massive inconvenience, and without the ability to quell civilian uprising with the blanket of Mad Gear heavily armed patrols scattered areas are beginning to mildly rebel, for now only shouting. It's only a matter of time before a Mad Gear patrol cracks and mows down some civilians, which will effectively be the end of Rolento's ability to govern the people.
Public opinion: 2 out of 10. Get out of our city!

Important Metro Event 9/7 -- Wed Sep 7 2005 -- Rolento
------------------------------------------------------------------------------
The following has taken place, and is increasing in ferocity. None of it is on the media, but word of mouth and rumors are spreading. The rebel forces in particular are going to know about it rather well. Since it involves them.
-Guerilla attacks have been done upon outposts of Rebel's who ventured out of the subway systems. These involve a sudden onslaught of rockets and precise machinegun fire. Immediately after the Rebels regain their bearings, the attackers leave. This has caused multiple injuries. Sniper fire is much more prevalent, sweeping into even the police district and vanishing as quickly as it arrives.
-Numerous rebels have been slaughtered behind the scenes. Some had their families killed. Roughly four entire buildings have detonated, killing 2-3 rebels but easily 20 innocents. A few high-up leaders of both police and rebels have been made 'messages' of, similar to Jiro. Only some are missing their head. Survivors name El Gado as the culprit. A few were very well guarded, but all were slaughtered. There is never any noise, so the nearby heroes have had no success in stopping him.
-Power has been cut in the entire city. All hospitals are presently running off generator, but will be unable to sustain such for more then a few days. Rolento's locations have generators, and the spotlights still work at night. Running water has also been cut off in the entire city. As has natural gas. Almost every major food store has been ransacked. People in the city will starve to death by the hundreds in the near future. Rolento demands to be given the ports in return for food and water to be returned. He has said nothing about electricity.
-'Kill Zones' are in effect in vulnerable locations. Many civilians have been immediately shot with a material-destroying sniper rifle upon strolling down the wrong path.
-The city is closed. People can no longer leave. Those who try have been shot down. About ten deaths are associated to this thus far.
-The people have lost their 'riot' edge after shows of force were disbanded by assault rifles. A few civilian deaths have been associated with this. People no longer leave their homes, and are disoriented and terrified.

Metro TP: How To Do Stuff -- Fri Sep 9 2005 -- Rolento

It seems there's been confusion about how I am running my TP. I think the BBoard about it got eaten by the Grue. So here is how I planned to run it, and hope to run it from now on.

Obviously, I cannot be here to run many scenes except the weekend. This is my way of doing it without being persistantly there.

The purpose of the OOC posts: These are events that people ICly will hear/know about. They are vague, given they spread word of mouth. To find more about any of these, give me a detailed @mail and I will respond to every question within a day. Sum up your @Mail as if it would include an entire day doing something.

The purpose of the IC posts: Mostly flavor, although some have useful stuff hidden within.

Obviously, the backbone of getting things done is the @Mails based off the OOC posts. An example of this: It mentions stinger locations. That doesn't say anything at all, does it? My hope was that someone would @mail and ask 'I am investigating Stinger locations, and would also like to ICly research how effective Stingers are and countermeasures.' After such an IC day of research, I would then send an @mail to them. That person has the answers, and can then RP with others, or @mail other people that they sent messages.

This has been very effective for me in the past, especially in enormously large and active Mushes were dozens participate. But this appears to have confused people instead, and I apologize for not making how it works explicitly known.

To aggravate matters, I finally put in a 'no win' scenario, when people were already feeling helpless and confused. So now, I definitely want @mails.

If you want to ICly do something, one @mail is one IC day. I respond within a day, so the process can continue. If people just want me not to do something, @mail me that. I have a million ways to end my TP, any portion, or even entirely end it, within 24 IC hours.

If within one of these @mails something would need a scene, I will say so. This will be very rare, however.

That was how I was hoping to run it. I apologize for not making something explicit like this earlier, but I've not ran a TP for... two years, and when I did, the rules for how were in the Mush news files. So hopefully the end part can still be ran like this with no hard feelings. So... @mail me, slackers!

To make it even more clear, here is a good 'to do' and 'not to do'.

As I said, one @mail is one entire IC day. It might take me a day to respond, after all. Here is what not to do.

'@mail Rolento: I want to look into stingers.'

What do I say to this? Usually it's 'How?', which wastes a day.

Sum them up like this: What you want to look into, how you look into it, what answers you are after.

Thus the last question can be, 'I want to look into the stingers. I am going to attempt to check the rooftops. My goal is to figure out how much of the city these places cover, since I am interested in allowing airdrops.'

This I can respond to clearly, and with information that can be used ICly.

And Jiro, you just did the 'bad example' as I wrote this. YOU LOSE.

Metro City 9/9 -- Fri Sep 9 2005 -- Rolento
------------------------------------------------------------------------------
For everyone's pleasure, here is the current OOC hijinx.
-Rolento has removed his blanket over the city. Instead of owning two-thirds, it's more like concentrated pockets. These pockets have heavy ordinance. They appear to be hunkering down for something. Civilians who cross a certain threshold are shot.
-City Hall no longer is under siege. There is no buffer to pass.
-The Police district is no longer under siege. There is no buffer to pass.
-Ground supplies can be done in the Police quarter. Military backup has subtley arrived. Massive shipments of food and water are donated by American forces, as well as oil for the hospital generators. They are, however, not seemingly able to do much otherwise.
-Civilians are freaking out. The entire city is in a 'mild' riot. Mad Gear has mostly joined in. Rolento is doing nothing to stop it. However, he seems to have placed his pockets in specific areas, as if keeping people out of them. Police and rebel forces would mostly attempt to quell this where they came across.
-Stinger locations have been shifted. Helicopter travel is mostly safe through the city, if they go low. However, planes and cargo ships will be shot down with ease.
-The Harbor is presently under guerilla attack. Short-range laser-guided missiles are being fired at about one ship in three while they come in, and one in five when they come out. Whether this is just scare tactics or limited resources is unknown.
-Sewers are empty.
-The four checkpoints are closed, completely. Nothing is coming in or out.
-Half of Rolento's Hinds are down. The other half are not doing anything.
-Rolento continues assaults on rebel and police people that enter the city proper. The police have formed a protective perimeter around the Police HQ, which has thus far been free of attack. Things are very stressful for the hapless Police and Military, given they are in the midst of a riot, with Rolento guerilla-attacking them at worst possible moments.
-Power is down. Rolento has said he will blow the power grid up if he has to. Hospitals will run out of power on Sunday.
-Water is gone from taps and bulk food places were ransacked by Rolento. People are looting for water from convenience stores and even neighbors, trying to get enough to last a few days. There's just not enough to go around. Deaths from this will not be present for about a week.
-Rolento has changed his ultimatum. He will trade the docks for the power. He will trade food and water for access to the police district. This is peculiar, as he is asking for 'access' as opposed to occupation.
-Sakura sucks.

TP Wrapup -- Sun Sep 11 2005 -- Rolento

Hopefully within a week or two the last shreds of my TP should be wrapped up. Rolento has lost the nuclear umbrella, and without that threat he has nothing to keep world governments and America itself from directly interfering. I just wanted to thank everyone that participated, and filled the niches. There was only a couple speedbumps, the most major one this weekend, and overall I'd like to think it spiced stuff up. Definitely a learning experience for the flavor of this place, and next time I plan to rectify all the problems that this one had.

Those who didn't get a chance to more participate I apologize. There was way more heroes then I expected that wanted to take a direct hand, yet that is more a sign of success to me then failure. It should still create an interesting backdrop for anyone in the next few days. This is not going to be my last large-scale TP, even if it won't be of this overt nature in the future.

Kudos to Sakura and Jiro for being the thread that helped bind a lot together, and Duo Lon for perpetually being an ally even when he might not of been inclined to help even things out just a little more. Haggar, you fail. Those are just the people who immediately come to mind, lots of it was awesome. From fighting Guy in a helicopter to shooting Cody multiple times, I at least did the Mush a public service.

Sakura still sucks, though.

Final Metro Update 9/11 -- Sun Sep 11 2005 -- Rolento
------------------------------------------------------------------------------
-Rolento has for the most part begun a complete withdrawing. It is immediately apparent that he did a lot more then govern the city. Multiple banks and jewelry stores were completely robbed, an event that was not known until very recently. It seems he has managed to get almost the entirety of this out of the city. The exact sum is not known, but it is likely enough to /buy/ a country, and is at least significantly more then the verified estimate of 100 million he started out with.
-Checkpoints are gone. People can enter and exit freely. Rolento has stated he will abandon all military ordinance in return for not being assaulted during his retreat of the troops. Rolento has stated he will release his remaining prisoners after a full retreat.
-The various vehicles have been moved to a secure compound that Rolento still controls. He has stated this will be the last area he withdraws from, and will be turned over to America.
-A few pockets are still around. These seem to be in inconsequential areas, and are no longer openly violent; They just keep people from entering buildings within a block. It is thought these are housing important files or other related items.
-The exception to the abandoned military ordinance is that every Blackhawk transport helicopter, of which there were nearly twelve, is gone. They left in the night, and are at an unknown location. Whatever they carried is similarly not known, but it does not seem to have been men.
-Mad Gear is likely in quite the pandemonium, having been abruptly abandoned by Shank Squad and their steadying influence. Many of them are rioting and attacking, but Rolento is doing nothing about this. The police are still lacking a cohesive front to deal with the multiple attacks, and might take a few weeks to deal with.
-The nuke has been recovered by the United States Government for 'disposal.'
-Many of Rolento's contracts are still being honored, primarily an outsourcing of union labor with a foreign body, due to the fact they have already begun extensive work. Metro City's primary treasury and budget was not accessed by Rolento, and the economic impact of his wide-scale looting should be comfortably covered by national insurance agencies.
-Rolento has stated he and his main commanding officers have already left the city, to further enforce the fact that attacking his infantry forces will only 'aggravate' future situations. He seems to be too willing to leave the city after vain attempts to access the Police district and the ports one final time.
-Power, water, and gas have been restarted. The generators did not lose life support potential before this was done, saving hundreds of lives. This was done prior to the official surrender of Metro City however.
