As the premiere bad guy organization, Judgement Six exists in a highly decentralized state on MotM. We're not going to hold the strings too tightly here, as Judgement Six's existence is largely predicated on needing a reason for the World Fighting Tournament to exist

Accordingly, it'd be very difficult for DURAL to exist without a huge amount of backstory, which is difficult for a DLC series to fully support. If you're interested, see Pitching.
