[CSYS] Overdrive tweaks and Mindset update
Tweaks to the Proficient, Impact, and Enfeeble effects. Also, a small buff (!) to Mindset characters.
CSYS Update #1739 - OVERDRIVE TWEAKS
PROFICIENT
- No longer works on MAXs
- No longer gains 50% super for damage dealt.
Anything that provides hitrate bonuses that stacks with every other
mechanic in the game tends to be strong and PROFICIENT was proving
problematic in that space, so these are two nerfs made to tone it down.
Working on MAXs allowed you to have a standard speed SUPER that also
refunded SUPER for damage dealt, which was an interesting edge case but
not desired functionality.
Refunding SUPER for damage dealt allowed you to create a powerful cycle of
hammering someone with a PROFICIENT super then turning around and
firing off another SUPER without too much build investment. This back to
back aggression is possible even without PROFICIENT but PROFICIENT was
making it a bit too optimal.
Even with these two nerfs, the flag remains strong for its intended
purpose of cheaper hitrate buffing, without the other edge cases it was
enabling.
IMPACT
- The full debuff is now applied on Block rather than the half-debuff.
Before, if the opponent blocked, IMPACT would apply 50% the debuff.
However, the point of IMPACT has always been for it to imply a 'super
powerful projectile-like impact', so blocking it shouldn't really
mitigate it any more than taking the hit cleanly, just like with normal
projectiles.
In addition, this flag was determined to feel less effective than other
OD flags, since its effects are 100% tied to landing the hit, even
partially, whereas most other ODs still did something even on clean
misses. This buff is intended to make it hold up a bit better against
other options.
ENFEEBLE
- The full debuff is now applied on Block rather than the half-debuff.
Pretty much all the same reasons listed under IMPACT.

CSYS Update #1741 - MINDSET
The following changes are now live.
MINDSET
- Baseline MINDSET now has access to [1] use of MINDSET/SHIFT per fight.
- SIG MINDSET (SHIFT) now has access to [1] use of MINDSET/TRANSFORM per
fight.
Baseline MINDSET is pretty unwieldy to use as a turn-ending action. You
could get around this by making it your Signature Ability to pick up
MINDSET/SHIFT, but many MINDSET concepts only lend themselves to one
mode switch per fight, so this is a high cost investment for something that
you'll only use once and isn't anywhere near as strong as other 1-use
Signature Abilities like ESCAPE, BULWARK, or FORTIFY.
So we are now granting baseline MINDSET access to MINDSET/SHIFT for a once
per fight easier access to a mode swap. It still work as it always has,
requiring an Active Ability use and not taking effect until you complete
your turn.
SIG MINDSET continues to have unlimited access to MINDSET/SHIFT as before.
In addition, it now has access to a new command called MINDSET/TRANSFORM
once per fight to allow even greater ability to tap into the strengths of
your two modes.
MINDSET/TRANSFORM is a Free Action that takes effect immediately, allowing
you to instantly change mindsets even before reacting to your incoming
attack queue.
