[CSYS] Misc Updates

Updates to the Heal, Vigor, Manipulate, and Parry abilities, as well as the Dash and Shift effects. The Attacks/used switch was added. Also, some non-csys changes to the @ap and page commands.

Update #1587 - Misc Stuff

- DASH was not properly losing its effectiveness vs REFLECT odds if you stacked up PREDICTABLE. That has been fixed. - There is a new 'attacks/used' command that reports which attacks you have used so far in the fight in a clean list. The marker still appears in other commands like 'costs' and 'attacks', this is just an additional way to check it out. - Fixed SHIFT COUNTER and SHIFT REFLECT to persist the SHIFT bonus into the next turn as intended. SHIFT POKES already worked this way. - Fixed some misinformation in the message shown when getting PARRY procs with A or S rank PARRY. - Fixed an issue where the Total AP field in your @ap report wasn't updating properly. The bug has been fixed and the field updated to be accurate with current data. - Removed the desc_notify support from Look. You will now no longer get notified when people read your description. This functionality was a legacy concept from a long time ago that really doesn't belong here. Imagine if you got notified everytime someone read your +finger profile...? That used to be a thing on MU*'s back in the early 2000's... Enjoy. If you know what's good for you. -GLaDOS

- HEALs now cost 0% reserve, down from 5%. The cost existed to make it so that heals helped allies more than yourself, since you'd give them 15% reserve while only able to get 10% when used on yourself. But the opportunity to heal allies at all is such a rare event in our typical scenes, I decided to adjust that thematic balancing element out. - Fixed a bug where A RANK VIGOR stacks could persist without throwing a normal in certain edge cases. - If you use MANIP/* but then don't attack, you will not be penalized for using MANIPULATE in terms of the potential for gaining super for taking damage on your next turn. This just makes it so you don't get punished for hitting Manip then changing your mind, just like if you hadn't used it at all. Enjoy. I'll know if you don't. -GLaDOS
