Charlie is... out on the boardwalk, of an evening, taking a day of relaxation and rest towards a natural conclusion; though the boardwalk can be kind of rough, it isn't as bad as 70's era Coney Island, and in any case Charlie can certainly handle himself. He strolls along the 'walk, stopping at various booths along the way, more like meandering; though he has the medal tourney badge pinned to his vest, where ribbons and medals might go, he's practically forgotten about it, which is to say it's in the back of his mind but not a pressing concern.

That minor concern might become more pressing thanks to the figure happily moving down the boardwalk. With a large bundle of cotton candy on a cardboard cone in one hand and a stuffed bear in the other hand, and a large, oversize lollipop sticking out of a back pocket, Kula's got her medals pinned onto her shoulder, and seems quite content. After all, she has sugar, company, and more sugar.

She gets a few odd looks from people who spot the medals, since word has spread about their significance, and some people wonder what a young-looking girl is doing in such a violent sport, but Kula ignores it. Granted, she thinks about it herself sometimes, but the tournament is on orders from NESTS. Get in as many fights as possible, and win as many as she can.

Orders, huh? Charlie's in this medal thing under orders, too, of a sort... Chun-Li pretty much pushed him into it. "See the new talent," she said. "See what's up and coming." Yeah, sure, ok... a flash of blue hair catches his eye--not common out here, at least not that common... for a moment he thinks of Kelvin, but his eyes, as they track the blue hair, note the female form--and the medals. Well, well...

No, definately not Kelvin. Kula is still rather 'minor' in the fighting world, even though she's gone up against some rather big names. Having beaten the likes of Benimaru, Iori, and barely losing to Haggar helped her get a small following, but not enough to have people swarm her like they do, say, Mai, Chun-Li, or Sakura. The fact she even has her hair blue means her little ice power is activated, and sure enough the temperature around her is somewhat cooler than everywhere else. However, the big thing is how she reacts to Charlie, spying the medals on his chest. The bite of cotton candy she has in her mouth muffles her voice as she points the puff of candy floss at him. "Mfu!" She pauses, chews for a few seconds, and then swallows. "You! You've got the thingies, for the thing with the..." She tucks the bear into the nook of her arm, and points on her where the medals are on Charlie. "Those!" Yeah, she's still new to this whole 'find people and find them' deal.

An odd challenge, to be sure; Charlie's seen 'little girls' fight and even got his ass handed to him by Sakura and Kelvin, so it's not as nonplussing as all that. But he grins a little and nods, "I do, and I see you've got 'em too," he replies, pointing to Kula's shoulder. His expression turns a little grave as he eyes her, "Do you want to wait until you're done with your cotton candy?" he offers--it only seems like the nice thing to do, and it's kind of obvious that they're gonna have a match, one way or the other.

"Mmph." That's the reply from Kula as she takes another huge bite of cotton candy (gotta keep that blood-sugar level up, y'know) and chews it quickly. And then she's hurrying over to the railing to put the bear down onto it, and rest the cotton candy against it so it doesn't get too sticky or dirty. Easy, easy....there. Balanced perfectly. And then Kula is running back to where she started, and beams a smile at Charlie. "I'm okay! It'll wait until afterward." She pauses then, and puts a gloved finger to her mouth. "...do I have to say some kind of official 'I challenge you to try to take a medal' or something, or is that all over with?"

Charlie chuckles; he can't help it, she's got a sunny disposition that is somewhat disarming. "Naw, I don't think so. Maybe we should take a few steps away from the railing though, wouldn't want to ruin the candy or anything lke that." So saying, he walks out further into the middle of the boardwalk; thanks to the Kanzaki Ninja Team people are being cleared out for the fight, and so a makeshift ring of people is forming.

Kula nods, and gives the bear and cotton candy one more look, and even points a finger at them. "...stay! ...good bear." She still hasn't even given it a name yet. But now that the order is given and she's sure her new subordinate will protect her sugar with it's very, um, plushy life, she also moves futher into the boardwalk, casting a quick glance back to make sure nobody's trying to take it as a souvenier or the bear suddenly came to life and ran off. ...not that she really thinks it could do that. That would be silly. ...one more quick glance. Okay, it's safe. Kula takes a fighting stance, and smiles that disarming smile at Charlie again. "Okay, sir, I'm ready when you ar-..." Oh, right, introductions. "...er. I'm Kula. Nice to meet you."

"Don't call me sir; my name is Charlie. Alright, Kula, nice to meet you too." And... with that done, he takes a couple steps back, removing the glasses, and tucking them away, as he usually does. "Ready?" he asks, mildly, though the tension in his shoulders and muscles speaks of instant combat readiness, born of long training and natural skill, his feet sliding slightly apart to give him a lower center of balance.

"Okay, Charlie." Kula nods, and then says, "Yup. I'm ready." And to demonstrate this, Kula then starts to skate (yes, skate, which is impressive considering it's across boarded planks with gaps between them) towards Charlie, and immediately spins around and leans forward to try to plant a foot against his chest. It's not a powerful kick since she weighs less than a hundred pounds, but it has some speed to it, at least.

Charlie doesn't ask how Kula can skate around; he's seen people do more impressive things than that, though it is a nice touch across the uneven boards and planks. Just on the off chance she's actually got rollerblades or something like that on he doesn't let the kick land on his chest but catches it with one forearm, largely absorbing the force of it by letting the arm collapse in against his chest. "Not bad," he notes, before taking advantage of the point-blank range to try and trip Kula's other leg out from under with a swift kick of his own.

There's a thump, a squeak, and Kula falls down onto her butt, spinning slightly on the small ice patch under her. There's a small "Owie" from the girl, and then she's pushing herself back up and looking at Charlie carefully. ...okay, he's got physical power, obviously. The bruise that's going to appear on Kula's leg is evidence enough of that. Kula closes a hand close to her, and then pushes it forward, a stream of ice coming from her and forming into a lance-like attack to push Charlie back. She could use some distance.

Ice? The appearance of Kula's power surprises Charlie momentarily; even as the lance comes in to attack him he's dodging aside but a fraction of a second too slow; it takes him in the side and sends him stumbling away, with a bit of a grunt. He wasn't expecting that--perhaps he should review SNF tapes more closely. Still, Kula got her distance; Charlie doesn't seek to close it immediately, but rather opts to take the distance and use it--racking his right arm back, he summons his own power, leaning forward and whipping the arm around in a vicious hook punch. But that isn't the attack--rather, the screaming, spinning arc of chi energy is, slung off his arm almost like a boomerang. "SONIC BOOM!"

Sonic b-wha? Kula doesn't know what people keep shouting out the names of their moves whenever they fight, she's usually too focused on trying to figure out what the heck she's doing to try such a thing. The girl is able to bring up her arms, a coating of ice forming on them that seems to manage to take most of the blow from the chi wave that hits her. She slides back a little, and then pushes forward once it fades to skate quickly at Charlie. She has an idea, and hopes to make it work. Gathering up some speed, she shifts suddenly right before barreling into Charlie, and reaches to grab his arm. She doesn't have the weight or strength to heave him, but the platform of ice she focuses on to suddenly appear under his feet and throw him off balance might be enough to get him up and over her onto the ground.

It's just a tradition with Charlie, something that used to help him focus and now that he does largely out of habit. Seeing Kula block the 'boom makes Charlie nod; at least she didn't just stand around and get hit by it. Nor is she just standing around now; but for all that she's a fast little minx, Charlie isn't about to be caught that easily, and he neatly sidesteps both the grab and the ice patch, hopping to his left about two feet--just enough room for him to come at Kula with another attack; he leans forward again, this time delivering a sharp pair of jabs, left-right, aimed for Kula's midsection.

There's no arm. Kula's supposed to be gripping an arm right about now. Kula spins around to look at where Charlie went, and gets a nice view of his fists about to encounter her stomach. He really does punch really hard. Owowowow. Kula flinches, but then does her best to once again try to grab hold of Charlie's arm. Okay, she can't flip him forwards, let's try backwards. These used to work so well against other people she fought. Kula leans back to fall, bringing her feet up to knock Charlie even more off-balance from his lean-in, and push him over her to land on his back.

Okay--she's in close again, and Charlie senses that she's going for another attack; so he tries to interrupt the motions of her attack but instead falls right into it, and goes flying over Kula's head. Surpisingly strong, she is; Charlie lands with an "OOF!" and does his best to roll and kip back up to his feet, spinning around to face Kula again; people cheering for Charlie boo a little, the people cheering for the cute girl (mostly guys) yell encouragement as the throw is successful.

Kula actually blushes at the cheering as she pushes herself up, and does a small wave to the people who seem to be her fans. Eh-heh. Hi. Kula then looks back to Charlie, and shrugs a bit. This whole time, though, hasn't been devoted just to appreciating having fans, a nice chunk of ice has shaped up at her feet. And it's with a quick kick down that it suddenly explodes off the ground into the air, and then Kula spins around and kicks it at Charlie. It's no sonic boom, but she likes it.

Flying ice... that's probably bad, huh? Charlie throws his arms up to block it, but.. but well, it's a block of ice. He does manage to catch the point on his forearms but the rest of the ice slams into him, shoving him backwards, and boy does that sting. It makes Charlie pretty unhappy, that's for sure; shaking off the last of the ice, he's suddenly thundering forward, faster perhaps than Kula might imagine him to be, reaching out to grab her around the waist. (More if this hits.)

Having faced people like Haggar and Iori, Kula knows two things. 1) Being hit by people who aren't as small as her hurts a lot, and 2) People charging forward with a hand extended never leads to anything that makes you feel good afterward. And it's why Kula does the most ridiculous trick of all, and simply falls over backward to duck under it, catching herself with her hands and then spinning around as Charlie goes past. Kula pushes herself up again, however, and does her best to plant her hands on Charlie's backside. It's then that a lot of cold air swirls around charlie, and he might feel a chill start to come over him. That's cause Kula's going to try to encase him in a layer of ice for a moment, but not to worry, sports fans, Charlie should be more than able to break out of it without any serious harm! ...if it hits, of course.

Charlie misses. Nuts. Well, it's okay, he's--feeling cold hands on his back. Oh, no. Not this time. He knows she can produce ice, and he has no desire to find out just how much. The chill still gets to him but he stumbles forward, slipping from under her grasp, the stumble slightly faked as he stops in midstep, ducking low and jabbing a kick at his opponent's ankles.

Okay, so the ice didn't do quite what Kula was hoping, however she does recognize that he's about to strike back! Which is why Kula's ready with a nice sphere of ice over one hand as she jabs at his back to throw him off a-...oh fudge, she missed. The kick sweeps her off her legs again, and she flops onto the ground again with another squeak and sound of pain. Like kicking a twig, it is. "Owie."

Charlie grunts, moderately pleased; if the opponent weren't this frail looking girl he'd be even more pleased. Still, he knows she can handle herself, it's become patently obvious--so, lunging forward again, he reaches out to grab her, to keep her on the ground with a trip-throw straight out of traditional karate; Special Forces pulls from a ton of styles to form a cohesive unit, after all.

Kula would rather not be grabbed at any point, and so when she sees Charlie coming, she rolls out of the way and...keeps on rolling, in fact. Until she lands on dry, non-ice covered planks and pushes herself up. She takes a few deep breaths, and then charges into battle again, deciding she may as well try that earlier attack again. That's right, she's going for the hand, and this time, she's just trying to hook Charlie's leg with her own, using the ice that's scattered everywhere to flip him over as she twists herself around.

Charlie keeps moving forward as Kula rolls; he's not about to let up the pressure here. Even as Kula moves into position to attack, he's lunging forward, bringing a booted foot up and into Kula's side; her leg impacts his own, which ruins his balance at the end and introduces a painful twist, but Charlie grits his teeth to keep going. Pain, it is popularly said in the US Armed Forces, is simply weakness leaving the body. But man does it hurt.

If pain is weakness leaving the body, Kula wishes it would go away and leave. Either that, or she's still incredibly weak. The girl doubles over and lands on the ground on her hands and knees, and just takes some deep breaths for a moment as she checks her mouth for the taste of blood or anything. It's a feeling she's used to at this point, and it would really ruin the taste of her cotton candy later.
Kula remains there, even after she should've gotten up, but there's a creak and a moan from the boardwalk as she keeps her hands pressed down. Charlie might not see it coming, but suddenly a column of ice spikes out of the boards, splitting them (she'll be paying for those repairs later) to try to knock him up into the air off balance.

With Charlie off-balance, Kula sits up and raises her hands into the air. She was taught the importance of putting on a show. And it's then that the bitterly cold winds blow down from...somewhere, and blow at Charlie, even managing to keep him from landing for a minute. Snow and ice come blowing down with the winds to impact against him, and then Kula slumps over a bit, watching and waiting to see what happens next.

Charlie is ice-spiked, snowed on, rained on, and frozen in place. And -then- he drops to the ground with a crash of ice. Still the spark of the fight burns within him. "Not bad," he gasps, "quite a hit..." And then with his last reserves of power and strength he's lunging at Kula, his lunge transformed into a low hopping arc midway through; from there he turns his back on Kula--but only for a moment. He tricks his forward momentum and uses it to launch himself off the ground, into a reverse somersault kick, his heels slashing through the air with physical impact and that chi power he calls up for the Sonic Boom; twisting in midair he lands only to do it again, leaping ever higher, and like the spark that is about to be snuffed, his last somersaulting leap is the highest. Whether he hits or not is irrelevant to him soon after, as he collapses to both knees, battered, cold as ice, and bruised.

Kula wobbles a bit as she watches Charlie land, and she immediately feels bad for him. That NESTS training took over, and she lost her head for a moment. "A-are you oka-" Whoa. When Charlie rushes forward, Kula almost takes back that feeling of concern as she dives out of the way, getting a nice iceburn on her cheek. She just slides, praying she's out of the way in time...and ever-so slowly opens her eyes as she hears the impact of the sonic boom hitting the ground, following by Charlie landing. She peeks over, and then slowly stands up, wobbling over to him to look at him. "...you okay?"
She smiles warmly at him, and says, "...I guess I won?" She then hurries over to where her cotton candy and stuffed bear are, and comes back to get her medal. She thinks for a moment, and then puts the stuffed bear on Charlie's lap. "Take good care of him. He needs a good home." And then she's walking off to get some pain cream to put on her wounds. Those kicks /hurt/.
