"Hey, hey, hey!"

Hailing from England, Billy used to struggle to make ends meet for both he and his little sister Lilly, but they managed to travel to Southtown and Billy found employment at a factory there. Billy quickly grew furious at how little he was being paid, and threatened others at the factory with a metal pipe. Luckily for him, his rash action coincided with a visit to the plant by its ultimate owner, Geese Howard. Geese liked what he saw in Billy, and promised a much better job as Geese's bodyguard if Billy could master using a staff as a weapon. Billy succeeded at this, and continues to serve Geese with nearly fanatical loyalty. Billy can be a bit ruthless on occasion, but in general he is not truly a bad person; he simply works for the wrong side for the right reasons. He cares deeply for his sister and continues to work as Geese's bodyguard to provide her with a quality lifestyle. One of the few people who can truly be counted as a friend of Geese Howard, Billy fights with a great deal of skill in utilizing a long, three part staff. While he has a 'relative' worldview, his taste in music is decidedly towards intense styles like heavy metal concerts, and it's one of his most cherished hobbies.

Act 3, Mission 25: Crime Syndication - The Harbor has been cordoned off like the land routes, to ensure ships do not escape the cities with refugees loaded within them. The Southtown Syndicate has eagerly offered support to secure the Cordon_ with one key exception within the ranks of the legitimate businessmen. Duke and Nagase, enraged at the Mishima Zaibatsu, have moved to seize power of the Syndicate members, and conduct the cordon as they see fit.
